Lavin, Water Utilities Manager <br />SUBJECT: Approval of Change Order to Ellis Electric Date: March 26, 1992 <br />in the Amount of $51,996.00 for Telemetry Contract <br />Rnrkr,po INn <br />On August 8, 1989 Council awarded the telemetry contract for the Domecq complex to <br />Ellis Electric in the amount of $110,000.00. <br />DISCUSSION: <br />This fiscal year, the Water Division will be constructing the final phase of the five <br />year telemetry project, Reche Canyon Pressure Zones Nos. 1 and 2. In order for this <br />phase of the project to be completed the existing telemetry systems needs to be upgrade <br />and expanded. Ellis Electric has submitted a proposal for the required work in the <br />amount of $51,996.00. <br />The Water Division is requesting a change order to the contract because the existing <br />system is unique and compatible with software and technology that can only be provided <br />by Ellis Electric. <br />Best, Best and Krieger has reviewed the request for the change order and is <br />recommending that the approval of the surety company be obtained first. The surety <br />company has approved the change order. Best, Best and Krieger is also recommending <br />that Council approve the following actions for the change order: 1) Ellis Electric <br />is the sole supplier of an unique product and services necessary to expand the City's <br />telemetry system; 2) if another contractor were allowed to perform the work, the <br />warranty on the previous completed work will be voided; and 3) no public purpose would <br />be served by awarding a new contract for this phase of the telemetry system expansion <br />project, and entering into the public bidding process would, therefore, be an <br />unnecessary and costly action of no value to the City. <br />FINANCIAL IMPACT: <br />Repairs to the telemetry infrastructure will be included in the Water Utility budget, <br />which will be presented to Council on April 7, 1992. <br />Attachments: <br />Page 1 of <br />Item No. <br />
