CITY OF COLTON <br />AGENDA REPORT <br />April 7, 1992 <br />For Council Meeting of----- <br />TO: <br />f — <br />TO: HonorECoider <br />or a ity unci) <br />FROM: w , ity Manager <br />SUBJECT: Conversion Of Residential <br />Date: 4/1/92 <br />Utilities Billing To 30 Day Cycle <br />BACKGROUND: <br />In response to recent concerns expressed by the public we are compelled <br />to make changes in our Utilities billing system to improve customer <br />service. <br />Billing our residential customers monthly enables them to make their <br />payments in twelve (12) smaller increments and will make budgeting for <br />utilities bills easier. This, in turn, should reduce delinquencies and <br />the number of shutoffs. <br />DISCUSSION• <br />We have two alternative methods in which we can convert to a thirty (30) <br />day billing process for Utilities billing. <br />Alternative 1 is to split the billing cycle from the present bi- <br />monthly billing for electric, water, trash and sewer to a staggered <br />monthly billing of electricity one month and later, trash and sewer <br />the next. <br />Alternative 2 is simply the option to increase the number of meter <br />readings by reading residential meters every thirty rather than <br />every sixty days. <br />The costs of both alternatives, as estimated by the effected departments, <br />are as follows: <br />ALTERNATIVE #1 <br />The model below shows how the split billing cycle looks when compared to <br />the present billing cycle. <br />Attachments: <br />Page 1 of_ -4__ <br />3-�_ <br />Item No._ — <br />
