Hutton, Director of Public Works �'` <br />SUBJECT: FY91-92, FY92-93 and FY93-94 Water Rate Increases <br />BACKGROUND: <br />Date : February 12, 1992 <br />The City of Colton is mandated to review its Water Utility operations and infrastruc- <br />ture needs every five years to be in conformance with the current General Plan and <br />applicable elements for existing and future developrnent. <br />In FY90-91 Council approved the firm of Camp, Dresser and McKee to prepare an updated <br />report of the City's Water Master Plan and applicable rates which identifies infra- <br />structure needs of both existing facilities and future facilities necessary to accom- <br />modate growth. <br />DISCUSSION: <br />The Water Master Plan is the General Plan for the Water Utility system establishes <br />what improverrients are necessary to the existing systems to continue ongoing service <br />to existing customers and identifies what additional improvements are necessary for <br />future growth. Water shortages have been prevalent throughout the State for many <br />years, creating not only a concern for conservation, but the need to address conser- <br />vation of this precious corrmodity. Due to the reality of water shortages that could <br />continue or worsen, it is imperative that the City's Water Utility system and <br />supporting staff operate at its optim�.m capabilities in order to meet the derr�ands <br />placed upon the system and in emergencies. All aspects have been explored pertaining <br />to the existing and future system needs, such as replacement of aging water lines, <br />well re�oabilitation, punp stations, reservoirs, water treatment and new State mandates <br />requir�i�g extensive water testing analysis. The above has been su�rmarized in, what <br />I believe to be the most extensive and accurate report on the City's Water Utility <br />System ever prepared in its history. <br />The water rate increases for FY91-92, FY92-93 AND FY93-94 have been set. Staff is <br />recaTrr�ending that Council approve the set rates for three fiscal years, and approve <br />a five year water rate increase, to be brought before Council each fiscal year.
