CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting <br />TO: Honorable Mayor and City Council <br />FROM: Robert A. Lavin, Water Utilities Manager <br />SUBJECT: RIX Tertiary Treatment Facilities Land Date: June 7, 1993 <br />Acquisition <br />BACKGROUND• <br />The RIX Tertiary Treatment Facilities require the acquisition of the Irwin and Beckett <br />properties along Agua Mansa Road. Staff from the Cities of San Bernardino and Colton <br />have been working through the engineering consultant with SAWPA to acquire these <br />properties for the RIX Facilities. Engineering investigations have determined these <br />properties to be the only available property suitable for the required facilities. <br />DISCUSSION• <br />The City of Colton's estimated share of the property cost is approximately $396,138.00 <br />In this year's budget, tertiary treatment was budgeted at $847,000.00. The <br />expenditures for tertiary treatment are a part of the overall costs to be funded <br />through the City's proposed revenue program. <br />In order to stay on schedule for completing the required tertiary treatment facilities, <br />the Cities of San Bernardino and Colton need to acquire the land and complete the <br />design in the next several months. Negotiations have reached the point with the <br />property owners to make a firm offer and enter into escrow at this time. <br />The Utility Commission reviewed the Cost Sharing Agreement which included the costs for <br />purchasing the land at their Special Meeting on May 27, 1993 and approved said costs. <br />The Council approved the Cost Sharing Agreement at their June 1, 1993 meeting. The <br />Council now needs to authorize the City Manager to enter into agreements on behalf of <br />the City for the purchase of the required land. <br />Staff recommends that Council authorize the City Manager to enter into agreements <br />related to the purchase of the properties required for the RIX Full Scale Tertiary <br />Treatment Facilities on behalf of the City of Colton. <br />LJ/lj <br />CITY MANAGER'S CONCURRENCE: <br />-- IV/ <br />y - 6 <br />Attachments: <br />Page 1 of Item No. l <br />
