RAMOS <br />City Clerk <br />* * * * * * * * * * * * * * * * * * * * * * * * * <br />ADJOURNED REGULAR MEETING <br />March 25, 19 74 <br />In accordance with notice duly and legally given, an Adjourned Regular Meeting of the City Council of the City <br />of Colton was held on the above given date at 7:30 p.m. , in the Council Chambers in City Hall, Mayor <br />Huntoon presiding. <br />ROLL CALL: <br />Council members present were Hayes, Spragins, Rehrer, Gonzales, and Mayor Huntoon. Also present were <br />City Manager Huffaker, City Attorney Hutton, and City Clerk Ramos. Staff members present were George <br />Williams, Earl Young, Phil Elliott, William McGuire, and Don Norris. <br />Resolution No. 3420. <br />City Manager Huffaker stated at the last Council meeting, the matter of transferring funds had been discussed <br />by adopting a resolution for this procedure, and this evening Staff is requesting that Council approve another <br />resolution to transfer $4, 000. in the Professional Services Account of the Finance Department, and $4, 000 in <br />the Professional Services Account of the Personnel Department, for the study of the systems and procedures for <br />the operation of the Personnel and Finance operations of the City. <br />On motion of Councilman Rehrer, seconded by Councilwoman Spragins and unanimously passed, Resolution No. <br />3420 was approved: <br />RESOLUTION NO. 3420 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON AMENDING THE BUDGET <br />FOR THE 1973-74 FISCAL YEAR. <br />Resolution No. 3419. <br />City Manager Huffaker stated that two bids have been received for the purchase of a new Detective Unit for <br />the Police Department, one from Moss Motors Dodge in the amount of $3,690.83; and one from the California <br />Department of General Services in the amount of $3,418.36. <br />Mr. Huffaker said that Staff recommends accepting the low bid and approving the proposed resolution for the <br />purchase of the Detective Unit for the Police Department. <br />On motion of Councilman Hayes, seconded by Councilman Rehrer and unanimously passed, Resolution No. <br />3419 was approved. <br />RESOLUTION NO. 3419 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON ALT HORIZING THE <br />DEPARTMENT OF GENERAL SERVICES OF THE STATE OF CALIFORNIA TO PURCHASE <br />CERTAIN ITEMS. <br />Future Capital Improvements. <br />City Manager Huffaker stated that future capital improvements, as discussed at the mid -year Budget Session in <br />January, have again been reviewed by Staff members and Staff would like to get some direction from the Council <br />as to priorities so that Staff can commence gathering design and cost data, and eventually establish a long range <br />capital improvement program. <br />Mr. Huffaker said that each item will be discussed, with comments from Staff members, and if Council desires, <br />any particular item can be reviewed in more detail. <br />Councilwoman Spragins, stated that before going into the items listed in the City Manager's memo for discussion, <br />she would like to add to the list for consideration that a grade separation be constructed on Valley Boulevard at <br />the Santa Fe tracks. Mrs. Spragins said she had suggested this some time ago, she feels it is badly needed, and <br />the City should get together with the railroad to see what could be worked out. <br />Mr. Huffaker said that he and other members of Staff will look into this and report back to the Council. <br />
