Mayor Huntoon said the Council had adjourned to Executive Session to discuss personnel matters. ADTOURNMENT: With no further business to come before the Council at this time, on motion of Councilwoman Spragins, seconded by Councilman Hayes and unanimously passed, Mayor Huntoon adjourned the meeting at 9:44 p.m. , to meet for an Adjourned Regular Meeting on Monday, March 25, 1974, at 7:30 p.m., in the Council Chambers. RAMOS City Clerk * * * * * * * * * * * * * * * * * * * * * * * * * ADJOURNED REGULAR MEETING March 25, 19 74 In accordance with notice duly and legally given, an Adjourned Regular Meeting of the City Council of the City of Colton was held on the above given date at 7:30 p.m. , in the Council Chambers in City Hall, Mayor Huntoon presiding. ROLL CALL: Council members present were Hayes, Spragins, Rehrer, Gonzales, and Mayor Huntoon. Also present were City Manager Huffaker, City Attorney Hutton, and City Clerk Ramos. Staff members present were George Williams, Earl Young, Phil Elliott, William McGuire, and Don Norris. Resolution No. 3420. City Manager Huffaker stated at the last Council meeting, the matter of transferring funds had been discussed by adopting a resolution for this procedure, and this evening Staff is requesting that Council approve another resolution to transfer $4, 000. in the Professional Services Account of the Finance Department, and $4, 000 in the Professional Services Account of the Personnel Department, for the study of the systems and procedures for the operation of the Personnel and Finance operations of the City. On motion of Councilman Rehrer, seconded by Councilwoman Spragins and unanimously passed, Resolution No. 3420 was approved: RESOLUTION NO. 3420 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON AMENDING THE BUDGET FOR THE 1973-74 FISCAL YEAR. Resolution No. 3419. City Manager Huffaker stated that two bids have been received for the purchase of a new Detective Unit for the Police Department, one from Moss Motors Dodge in the amount of $3,690.83; and one from the California Department of General Services in the amount of $3,418.36. Mr. Huffaker said that Staff recommends accepting the low bid and approving the proposed resolution for the purchase of the Detective Unit for the Police Department. On motion of Councilman Hayes, seconded by Councilman Rehrer and unanimously passed, Resolution No. 3419 was approved. RESOLUTION NO. 3419 - A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON ALT HORIZING THE DEPARTMENT OF GENERAL SERVICES OF THE STATE OF CALIFORNIA TO PURCHASE CERTAIN ITEMS. Future Capital Improvements. City Manager Huffaker stated that future capital improvements, as discussed at the mid -year Budget Session in January, have again been reviewed by Staff members and Staff would like to get some direction from the Council as to priorities so that Staff can commence gathering design and cost data, and eventually establish a long range capital improvement program. Mr. Huffaker said that each item will be discussed, with comments from Staff members, and if Council desires, any particular item can be reviewed in more detail. Councilwoman Spragins, stated that before going into the items listed in the City Manager's memo for discussion, she would like to add to the list for consideration that a grade separation be constructed on Valley Boulevard at the Santa Fe tracks. Mrs. Spragins said she had suggested this some time ago, she feels it is badly needed, and the City should get together with the railroad to see what could be worked out. Mr. Huffaker said that he and other members of Staff will look into this and report back to the Council.
