14, <br />COUNCIL MEETING <br />April 16, 1974 <br />A regular meeting of the City Council of the City of Colton was held on the above given date at <br />7:30 p. m., in the Council Chambers of City Hall, Mayor Huntoon presiding. <br />Mayor Huntoon led the group in the Pledge of Allegiance to the Flag. <br />Invocation was offered by the Reverend Harold A. Boeche of St. John's Lutheran Church of Colton. <br />ROLL CALL: <br />Council members present were Hayes, Spragins, Rehrer, Gonzales, and Mayor Huntoon. Also present <br />were City Manager Huffaker, City Attorney Hutton, and City Clerk Ramos. <br />CONSENT CALENDAR: <br />On motion of Councilman Hayes, seconded by Councilwoman Spragins and unanimously passed, the <br />Consent Calendar was approved as follows: <br />1. Approval of Minutes - Regular Meeting of April 2, 1974, and Adjourned Regular Meeting <br />of April 8, 1974, as on file in the Office of the City Clerk. <br />2. Approval of Warrants - Nos. 8028 through 8240 and Nos. 11409 through 11646 (April 12) <br />inclusive, as recommended by y the Director of Finance. <br />Mayor's Reports and Proclamations: <br />Mayor Huntoon acknowledged the following Proclamations: <br />Kiwanis Golden Anniversary Week - May 8, 1974 <br />Public Schools Week - April 22 through April 26, 1974 <br />National Library Week - April 19 through April 27, 1974 <br />A National Day of Humiliation, Fasting and Prayer - April 30, 1974 <br />Leukemia Week - May 5 through May 11, 1974 <br />SANBAG: <br />On motion of Councilwoman Spragins, seconded by Councilman Hayes and unanimously passed, Mayor <br />Huntoon was appointed City Delegate and Mayor Pro -Tem Rehrer was appointed Alternate to SANBAG. <br />PUBLIC HEARINGS: <br />TIME AND PLACE FIXED FOR PUBLIC HEARING ON PLANNING COMMISSION RESOLUTION N0. 757, ZONE CHANGE <br />REQUEST FROM TOM VILLELLI TO CHANGE A C -2-X R -3-X AND M -1-X ZONE TO A PLANNED COMMUNITY ZONE <br />PC, INDEX NO. A-2-74. <br />Mayor Huntoon declared the public hearing open. <br />City Clerk Ramos submitted the Affidavit of Publication and reported that no objections or <br />protests have been received. <br />Planning Director Williams stated that the Council members have received copies of reports in- <br />volving the Planned Community Zone, the zone change involved and the Cooley Ranch development, <br />and the regulations included in the report on the PC Zone will be applied to the Cooley Ranch <br />development, and will also be applied with the MasterPlan Report on the Cooley Ranch develop- <br />ment. <br />Mr. Williams said the Planning Commission and the Staff feel these development standards will <br />insure the type of development indicated by the developer, and the Master Plan Report will be <br />used as a guide in implementing the overall plan and the concepts as indicated in the report. <br />Councilman Rehrer asked if the minor changes that have been made throughout the reports have <br />been discussed thoroughly among Staff. <br />Mr. Williams answered yes, they have, and they have also been discussed with the developer. <br />Mr. Herman Dyke, Assistant Manager of the Riverside -Highland Water Company, stated the water <br />compnay has certain easements and rights in this area, which has been discussed with the <br />developer and City personnel, and he feels that everything can be worked out satisfactorily. <br />Mr. Dale Isenberg, Manager of the Colton Chamber of Commerce, said he is speaking for himself <br />and was very impressed with the presentation of this plan and report, and has never seen a <br />presentation as complete and well done as this one. Mr. Isenberg stated he feels this develop- <br />ment is something that is badly needed in Colton, and will really get our City off the ground <br />and move us right ahead. <br />Mr. Emmett Johnson, representing the Department of Water Resodrees, stated the department has <br />pipelines running through this area and they would like to retain access to their facilities. <br />Councilman Rehrer asked if this has been discussed with the developers. <br />APR 1t_31974 <br />
