<br />ADJOURNED COUNCIL MEETING
<br />July 21, 1975
<br />In accordance with notice duly and legally given, an Adjourned Regular Meeting, Joint Session, of the City Council of
<br />the City of Colton and the Redevelopment Agency for the City of Colton was held on the above given date at 7:30 p. m.,
<br />in the Council Chambers of City Hall, Mayor Huntoon and Chairwoman Spragins presiding.
<br />ROLL CALL:
<br />Council and Agency members present were Hayes, Rehrer, Gonzales, Chairwoman Spragins, and Mayor Huntoon. Also present
<br />were City Manager Huffaker, City Attorney Hutton, and City Clerk Ramos.
<br />PUBLIC HEARINGS:
<br />TIME AND PLACE FIXED FOR PUBLIC HEARING TO CONSIDER THE REDEVELOPMENT AGENCY PLAN FOR THE COOLEY RANCH AREA PROJECT
<br />NO. 4.
<br />Mayor Huntoon declared the Public Hearing open.
<br />City Clerk Ramos submitted the Affidavit of Publication and reported that a letter had been received from the County
<br />Flood Control District.
<br />Planning Director Williams stated the Council and Agency members have copies of the detailed report regarding the
<br />Redevelopment Agency Plan for the Cooley Ranch Area, Project No. 4, which is being selected as the Project Area for
<br />the formulation of a Preliminary Plan as required by the California Community Redevelopment Law, Health and Safety Code,
<br />Article 3, Section 33322. This project also conforms with the General Plan of the City of Colton.
<br />Mr. Williams referred to a. letter dated July 21, 1975, from the San Bernardino County Flood Control District regarding
<br />the Cooley Ranch Development Project, and the flood control conditions of the ranch, the need for additional improve-
<br />ments as this area develops and the plans and proposals that are presently being carried out by the District and the
<br />Federal Corps of Engineers as a part of this overall development.
<br />Mr. Williams reported he had received several calls regarding the boundaries of the Project Area, in particular from
<br />the Southern Pacific Industrial Development Company, indicating they will be forwarding a resolution to us at a later
<br />date requesting an amendment to the plan on that portion of land located on the east side of the freeway, for the
<br />purpose of being included in the Project. Mr. Williams indicated there is no Environmental Impact Report on this
<br />particular area, and a Report is necessary if this portion is to be included.
<br />Mr. Williams then reviewed the various reports for the Project, which consist of Exhibit "A", a General Description
<br />and Boundaries of the area; Report on Physical, Social and'Economic Conditions; Relocation; Acquisition of Real
<br />Properties, Section 65402, Government Code; and Proposed Method of Financing. Mr. Williams said an Ordinance has been
<br />prepared for Council's consideration and adoption, approving the Redevelopment Plan for the Cooley Ranch, Project No.
<br />4.
<br />Discussion followed among Council and Agency members regarding the possible flooding and erosion conditions of the
<br />Cooley Ranch property, specifically with the Santa Ana River and the Reche Canyon Channel, and the City's position in
<br />this regard.
<br />Mr. Williams pointed out particular statements in the letter from the County Flood Control in this regard, and stated
<br />these problems and conditions would be the concern and responsibility of the County and the developer, and the City
<br />would not be involved or responsible.
<br />Mr. Dick Fields, representing the Southern Pacific Industrial Development Company, stated they are very interested in
<br />this project and would like to see it move ahead. Mr. Fields said that the Southern Pacific Industrial Development
<br />Company has approximately 35 acres of land they would like included in this particular project for industrial develop-
<br />ment, however, it is not their intention to include the right-of-way property, which is railroad property, and he
<br />wanted to clarify that point.
<br />Mayor Huntoon asked if anyone else desired to speak at this time.
<br />On motion of Councilman Rehrer, seconded by Councilman Hayes and unanimously passed, the Public Hearing was terminated.
<br />On motion of Councilwoman Spragins, seconded by Councilman Gonzales and unanimously passed, first reading of Ordinance
<br />No. 1478 was approved, and further reading waived.

<br />ADJOURNMENT:
<br />With no further business to come before the City Council and Redevelopment Agency at this time, on motion of Mayor
<br />Huntoon, seconded by Councilman Gonzales and unanimously passed, Chairwoman Spragins adjourned the meeting at 7:55 p. m.,
<br />to meet for an Adjourned Regular Meeting, Joint Session, of the City Council of the City of Colton and the Redevelopment
<br />Agency for the City of Colton on Tuesday, July 29, 1975, at 7:30 p. m., in the Council Chambers of City Hall.
