RAMOS <br />City Clerk <br />A regular meeting of the City Council of the City of Colton was held -on the above given date at 7:30 p.m., in the <br />Council Chambers of City Hall, Mayor Huntoon presiding. <br />Mayor Huntoon led the group in the Pledge of Allegiance to the Flag. <br />Invocation was offered by Councilman Leroy Rehrer. <br />ROLL CALL: <br />Council members present were Hayes, Spragins, Rehrer, Gonzales, and Mayor Huntoon. Also present were City <br />Manager Huffaker, City Attorney Hutton, and City Clerk Ramos. <br />CONSENT CALENDAR: <br />Minute s <br />Regular Meeting - February 4, 1975 <br />Adjourned Regular Meeting - February 10, 1975 <br />Warrants <br />Nos. 361 through 542 <br />Nos. 17277 through 17563 <br />February 14, 1975 inclusive <br />MAYOR'S REPORTS AND PROCLAMATIONS: <br />Proclamation <br />Good Nutrition Week - February 17 through 23, 1975. Presented to Mrs. Dodge of Colton. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, the Consent Calendar was approved. Vote was <br />unanimous. <br />PUBLIC HEARINGS: <br />General Plan <br />Mayor declared the public hearing open. City Clerk submitted the Affidavit of Publication. <br />Planning Director Williams asked the Council members if they desired to continue this public hearing to another <br />meeting to discuss each element in detail or proceed this evening. <br />Council consensus was to proceed. <br />Noise Element. <br />Planning Director Williams covered briefly the report entitled Noise Element, advising the City's goals for the <br />reduction of noise in problem areas created mainly by aircraft, freeways and railroads. <br />Comments on the Noise Element were made by Mr. B. J. Waugh, 161 East C Street, and Mr. William McGuern, <br />294 North La Cadena Drive. <br />Upon duly and legally held public hearing, hearing on the Noise Element was terminated on motion of Councilman <br />Rehrer, seconded by Councilwoman Spragins. Unanimous vote. <br />RESOLUTION NO. 3495 <br />Moved by Councilman Rehrer, seconded by Councilman Hayes, to approve Resolution No. 3495. Unanimous vote. <br />Mayor declared the public hearing open. City Clerk submitted the Affidavit of Publication. <br />Scenic Highways Element. <br />Planning Director Williams advised the City of Colton does not have any roads or streets that meet State require- <br />ments for Scenic Highways, however, by implementing the goals and objectives set forth by the Scenic Highways <br />Element, programs can be established for a scenic route system in the Colton General Plan Area and guidelines <br />to serve as the basis for scenic highway concepts to other routes in Colton. <br />Mr. James L. Clark, 117 7 Clifton Ave . , Redlands, presented 'to the Council a petition containing 38 names opposing <br />the Scenic Highways Element. <br />FEB 1 0 1975 <br />
