RAMOS City Clerk A regular meeting of the City Council of the City of Colton was held -on the above given date at 7:30 p.m., in the Council Chambers of City Hall, Mayor Huntoon presiding. Mayor Huntoon led the group in the Pledge of Allegiance to the Flag. Invocation was offered by Councilman Leroy Rehrer. ROLL CALL: Council members present were Hayes, Spragins, Rehrer, Gonzales, and Mayor Huntoon. Also present were City Manager Huffaker, City Attorney Hutton, and City Clerk Ramos. CONSENT CALENDAR: Minute s Regular Meeting - February 4, 1975 Adjourned Regular Meeting - February 10, 1975 Warrants Nos. 361 through 542 Nos. 17277 through 17563 February 14, 1975 inclusive MAYOR'S REPORTS AND PROCLAMATIONS: Proclamation Good Nutrition Week - February 17 through 23, 1975. Presented to Mrs. Dodge of Colton. Moved by Councilman Hayes, seconded by Councilman Rehrer, the Consent Calendar was approved. Vote was unanimous. PUBLIC HEARINGS: General Plan Mayor declared the public hearing open. City Clerk submitted the Affidavit of Publication. Planning Director Williams asked the Council members if they desired to continue this public hearing to another meeting to discuss each element in detail or proceed this evening. Council consensus was to proceed. Noise Element. Planning Director Williams covered briefly the report entitled Noise Element, advising the City's goals for the reduction of noise in problem areas created mainly by aircraft, freeways and railroads. Comments on the Noise Element were made by Mr. B. J. Waugh, 161 East C Street, and Mr. William McGuern, 294 North La Cadena Drive. Upon duly and legally held public hearing, hearing on the Noise Element was terminated on motion of Councilman Rehrer, seconded by Councilwoman Spragins. Unanimous vote. RESOLUTION NO. 3495 Moved by Councilman Rehrer, seconded by Councilman Hayes, to approve Resolution No. 3495. Unanimous vote. Mayor declared the public hearing open. City Clerk submitted the Affidavit of Publication. Scenic Highways Element. Planning Director Williams advised the City of Colton does not have any roads or streets that meet State require- ments for Scenic Highways, however, by implementing the goals and objectives set forth by the Scenic Highways Element, programs can be established for a scenic route system in the Colton General Plan Area and guidelines to serve as the basis for scenic highway concepts to other routes in Colton. Mr. James L. Clark, 117 7 Clifton Ave . , Redlands, presented 'to the Council a petition containing 38 names opposing the Scenic Highways Element. FEB 1 0 1975
