<br />In accordance with notice duly and legally given, an Adjourned Regular Meeting of the City Council of the City
<br />of Colton was held on the above given date at 7:30 p. m., in the Council Chambers of City Hall, Mayor Beltran
<br />presiding.

<br />Council members present were Hayes, Cisneros, Rehrer, Gonzales, and Mayor Beltran. Also present were City
<br />Manager Huffaker, City Attorney Edwards, and City Clerk Ramos.

<br />Recreation & Parks Commission Report
<br />Mayor Beltran called upon Mr. Max Lofy, Recreation Director, to present the report from the Recreation and
<br />Parks Commission.
<br />Mr. Lofy read his memorandum dated April 6, 1976, which listed the following recommendations:
<br />1. A Multi -Service Center be built in Veterans Memorial Park.
<br />2. A Community Center be built in Municipal Park.
<br />3. A swimming pool be constructed at Colton High School.
<br />4. That land be purchased in the north end and monies for future development be
<br />accomplished through City funding in coming years.
<br />Mr. Lofy was asked what the Recreation and Parks Commission envisioned would be housed in the Multi -Service
<br />Center.
<br />Mr. Lofy explained a floor plan has been drawn up and is before the Council for their review tonight. Mr.
<br />Lofy said the plan is one that has been reveiwed by Mrs. Bea Hernandez, Mr. John Twiss, Building Inspection
<br />Director, and himself. The floor plan proposed will retain and house the same services offered by the present
<br />Multi -Service Center. Cost of construction has been estimated at $30.00 per square foot, with an area 4,800
<br />square feet planned. Mr. Lofy said the plan calls for a large meeting room, kitchen facilities, medical
<br />examining rooms, doctor's offices, etc.
<br />Mr. Lofy was asked what was planned for the Community Center.
<br />Mr. Lofy said that a floor plan for the Community Center has not been drawn up, however, a large meeting room,
<br />kitchen facilities, arts and crafts room, recreation facilities, etc., are some of the things to consider.
<br />Councilwoman Cisneros asked for clarification on the last line of Mr. Lofy's memorandum dated April 6, 1976.
<br />Mr. Lofy replied that the Recreation and Parks Commission has stated that should any committees be formed or
<br />further study be planned with regard to what will be housed and go into these buildings, they would like the
<br />opportunity to have a Recreation and Parks Commission representative present at the committee meeting and/or
<br />study session.
<br />Councilman Gonzales stated that in his opinion the programs to be offered at these facilities would be processed
<br />through the Recreation and Parks Commission for their input.
<br />Mayor Beltran asked what would be the ramifications of accepting the recommendations that are now before the
<br />City Council, or of amending the application to HUD.
<br />Planning Director George Williams stated that in his opinion the City Council needs to take action on the
<br />proposed projects and establish priorities as soon as possible to confirm exactly how the City is going to
<br />proceed, then Staff can notify HUD to find out if we, in fact, need to amend our application.
<br />Mr. Williams reiterrated Council should proceed forthwith and decide exactly what the projects and priorities
<br />will be.
<br />Councilman Gonzales asked Mr. Lofy for a cost figure on the floor plan submitted for the Multi -Service Center.
<br />Mr. Lofy stated that based on a floor area of 4,800 square feet, the cost would run between $125,000. and
<br />$150,000., for the building alone, and that this did not include land acquisition as the Recreation and Parks
<br />Commission is recommending that the building be constructed at Veterans Park, on City -owned land.
<br />Mayor Beltran stated that after public input, the City Council should be in a position to make decisions and
<br />recommendations on the proposed projects and what will need to be done.
<br />Mr. David Lozano, 826 Louise Street, and Chairman of the Recreation and Parks Commission, stated that he has
<br />received a recommendation from the C. C. Whittaker Company for the refurbishing of the pool at the Plunge in
<br />Municipal Park, and asked if it would be possible for the City Council to wait a couple of days until he
<br />receives an estimate and cost figures on this so that he can present it to the City Council.
