RAMOS <br />City Clerk <br />City of Colton <br />* * * * * * * * * * * * * <br />ADJOURNED COUNCIL MEETING <br />June 2, 1976 <br />In accordance with notice duly and legally given, an Adjourned Regular Meeting of the City Council of the City <br />of Colton was held on the above given date at 7:30 p. m., in the Council Chambers of City Hall, Mayor Beltran <br />presiding. <br />Rni i CAI i <br />Council members present were Hayes, Cisneros, Rehrer, Gonzales, and Mayor Beltran. Also present were City Manager <br />Huffaker, City Attorney Edwards, City Clerk Ramos, Assistant to the City Manager Johnsen, Acting Finance Director <br />Andengaard, Auditor Analyst Young. <br />BUDGET: (Preliminary) <br />General Operating and Debt Service Funds <br />City Manager Huffaker read the Budget Message for the preliminary General Operating and Debt Service Funds. Mr. <br />Huffaker called Council's attention to the Retirement of the 1956 Underpass Bond Series I resulting in a property <br />tax decrease from $1.72 to $1.6126 per $100 assessed valuation. <br />BUDGET: (Preliminary) <br />Enterprise Funds <br />City Manager Huffaker read the Budget Message for the Preliminary Budget of the Enterprise Funds. <br />BUDGET: (Preliminary) <br />Fund Balances Analysis <br />Acting Finance Director Mrs. Andengaard reviewed the Analysis of Estimated Available Fund Balances for the General <br />Operating and Debt Service Funds, Enterprise Funds and the Special Construction and Restricted Funds. <br />BUDGET: (Preliminary) <br />City Council <br />Mayor Beltran stated that Page 13 of the City Council's budget reflected no Capital Outlay and asked where would <br />the expansion of City Hall for Council Offices be reflected. <br />City Manager Huffaker reported that it is reported in the Preliminary Budget for Special Construction and Restricted <br />Funds on Page 5 of Capital Improvements. <br />Mr. Huffaker reported the $40,000 allocated for Civic Center Building Addition includes $5,000 for Architectural <br />Fees for planning and designing the ultimate expansion of City Hall, including the Police, City Manager and Planning <br />Departments areas. <br />Mayor Beltran stated he was in complete agreement with the expansion suggested by Councilman Gonzales for City <br />Council and Mayor Offices, however, he felt the $5,000 Architectural Fee is out of the question due to the fact <br />that past expansions to City Hall, i.e. the Computer and Finance Departments were accomplished through inhouse <br />planning and construction. <br />Councilman Gonzales echoed the Mayor's remarks on the Architectural Fees of $5,000 saying that amount could be <br />saved by having City forces do the designing and building. <br />Mayor Beltran remarked that he has knowledge that the present Administrative Secretary is swamped with an an <br />overload of work and that he would propose the following: <br />1. That the Administrative Secretary be assigned to the City Manager and Assistant to the City Manager <br />only. <br />2. That the Secretary to the Finance Director be upgraded to Administrative Secretary and that she be <br />assigned the additional duties of the Mayor's Secretary. <br />3. That a Secretary be obtained to handle the work of the City Council Members and the work of the City <br />Attorney. <br />Councilman Gonzales said a few years back there was a Secretary assigned to the Council, what happened to that <br />position? <br />City Manager Huffaker replied the position was transferred to the Personnel Department, so if Council desires <br />a Secretary it would entail the addition of a position. . <br />Mayor Beltran stated that in his opinion the Council should have some sort of transportation available to <br />them. Mayor Beltran said he is proposing that a City Vehicle be made available for the Council and the City <br />Manager and if there is no vehicle presently available for this purpose that one be purchased. <br />JINN 21976 <br />
