<br />ORAL COMMUNICATIONS:
<br />Mrs. Camilla Herrera, 248 East N Street, Colton, stated that she had requested use of the Council Chambers for
<br />a meeting, however, she had never been given confirmation of her request from the City Manager's Office, and
<br />she wanted to know what was going on.
<br />City Manager Huffaker explained the City Council had approved a new Administrative Policy on the use of City
<br />Hall Meeting Facilities at a previous meeting, and if Mrs. Herrera would like to get together with him and/or
<br />his office, they would be happy to work out some kind of arrangements.
<br />Chamber of Commerce
<br />Mr. Frank Rebollo, Manager of the Chamber of Commerce, invited the Council members to stop by the Chamber
<br />offices and see the improvements that have been made.
<br />Mr. Rebollo advised the Council members of two Grand Openings to be held in the City of Colton - one on Thursday,
<br />May 13, 1976, at a new Swap Meet on Valley Boulevard, and the other on Friday, May 14, 1976, at the Brookside
<br />Winery. All Council members were cordially invited to attend.

<br />Moved by Councilman Gonzales, seconded by Councilman Rehrer, Mayor Beltran adjourned the meeting at 9:45 p.
<br />m., to meet for an Adjourned Regular Meeting to be held on Monday, May 10, 1976, at 7:30 p. m., in the Council

<br />May 10, 1976
<br />In accordance with notice duly and legally given, an Adjourned Regular Meeting of the City Council of the City of
<br />Colton was held on the above given date at 7:30 p. m., in the Council Chambers of City Hall, Mayor Beltran presiding.
<br />ROLL CALL:
<br />Council members present were Hayes, Cisneros, Rehrer, Gonzales, and Mayor Beltran. Also present were City Manager
<br />Huffaker, City Attorney Edwards, and City Clerk Ramos.
<br />Mayor Beltran stated the purpose for the Adjourned Meeting this evening is to discuss in greater detail a proposed
<br />Dial -A -Ride system in the City of Colton, however, the first item to be considered will be second reading of Ordinance
<br />No. 1493, then a presentation on S.B.T.S. bus service and Dial -A -Ride, and a budget message from the City Manager.
<br />Ordinance No. 1493
<br />City Attorney Edwards introduced Ordinance No. 1493 for second reading, reading it as to number and title only:
<br />ORDINANCE NO. 1493 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COLTON REGULATING
<br />Second Reading STORAGE, USE AND SALE OF SAFE AND SANE FIREWORKS WITHIN SAID CITY.
<br />Moved by Councilman Gonzales, seconded by Councilwoman Cisneros, to approve second reading and adopt Ordinance No.
<br />1493. Motion carried, with Councilmen Hayes and Rehrer voting NO.
<br />Councilman Gonzales asked that the five organizations who originally requested the City adopt this ordinance and
<br />permit the sale of fireworks in our City be granted the permits for this year.
<br />City Attorney Edwards cautioned that the ordinance does not read that way, and any persons and/or organizations, in
<br />compliance with Ordinance No. 1493, may be eligible to apply for a license, as outlined in Section Five, Items A
<br />through D. of the ordinance.
<br />Councilman Gonzales stated that he felt it was only fair to allow these five organizations consideration of the
<br />licenses for this first year, inasmuch as they had initiated this whole matter in the first place.
<br />Discussion followed among Council members and Staff with regard to the wording of the ordinance and the issuing of
<br />licenses. There was a question raised with regard to the voting, and Councilman Rehrer then suggested a Roll Call
<br />Vote on Ordinance No. 1493.
<br />AYES: Three, Beltran, Cisneros, Gonzales
<br />NOES: Two, Hayes, Rehrer
<br />ABSENT: None
<br />Motion carried.
<br />Transportation
<br />S.B.T.S. Service
<br />Mayor Beltran stated that he and other Council members have been receiving many telephone calls with regard to the
<br />change in bus routes and schedules for the S.B.T.S. bus service, and he asked Mr. Marsh if he would outline the
<br />type of service the City of Colton was receiving previously in comparison to the type of bus service we are presently
<br />getting.
<br />Mr. Paul Marsh, General Manager of the San Bernardino Transit System, stated he would be happy to explain the new
<br />program that has been initiated by SBTS/OMNITRANS and answer any questions that the Council members or anyone may
<br />have regarding the bus service,
