4212 <br />Governmental Agencies <br />Social Security Administration <br />Mr. Calabrese read his memorandum and report regarding relocation of Social Security Administration main office to <br />a more centralized location, which was being continued from a previous Council Meeting. Mr. Calabrese also re- <br />ferred to letters from Mayor Bob Holcomb of the City of San Bernardino, and the Steelworkers Old Timers Foundation <br />supporting the relocation. <br />Mr. Calabrese advised there have been two changes in the proposed Resolution-��on line 9, from "4-1/2 miles" to <br />"10.1 miles", and on line 13, from "two hours" to "one hour and twenty minutes . <br />Moved by Councilwoman Cisneros, seconded by Councilman Hayes, to approve Resolution No. 3737, as amended. Vote <br />was unanimous. <br />RESOLUTION NO. 3737 <br />ORAL COMMUNICATIONS: <br />- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON REQUESTING <br />THE SOCIAL SECURITY ADMINISTRATION TO RELOCATE ITS OFFICE TO THE <br />CENTRAL BUSINESS DISTRICT. <br />Sherry Perry, resident of the Harvest West Apartments, stated that she had signed petitions from residents of the <br />Harvest West Apartments regarding the relocation of the Social Security Administration main office, and a letter <br />requesting that all of the senior citizens living at the apartments be channeled through one, centrally located <br />Social Security office for their convenience, rather than using the outlying offices in various surrounding com- <br />munities. <br />Mayor Beltran advised Miss Perry that he would forward a letter to the Social Security Administration office in- <br />forming them of this request on behalf of the senior citizens at the Harvest West Apartments. <br />An,lnIIRNMFNT <br />Moved by Councilwoman Cisneros, seconded by Councilman Gonzales and unanimously passed, Mayor Beltran adjourned the <br />meeting at 8:35 p. m., to meet for an Adjourned Regular Meeting on Friday, October 21, 1977, at 5:00 p. m., in the <br />Council Chambers. <br />HELEN A. RAMOS <br />City Clerk <br />City of Colton <br />Approved this 1st day of November, 1977. <br />* * * * * * * * * * * * * * * * * * * * * * * * <br />ADJOURNED COUNCIL MEETING <br />October 21, 1977 <br />In accordance with notice duly and legally given, an Adjourned Regular Meeting of the City Council of the City of <br />Colton was held on the above given date at 5:00 p. m., in the Council Chambers of City Hall, Mayor Beltran presid- <br />ing. <br />RnI I M I <br />Council members present were Hayes, Cisneros, Rehrer, Gonzales, and Mayor Beltran. Also present were City Manager <br />Calabrese, City Attorney Edwards, and City Clerk Ramos. <br />HCDA Projects, 1978-79 <br />City Manager Calabrese read his memorandum regarding future HCDA Projects for 1978-79 and priority listings, in <br />conjunction with the Cooperative Agreement between the City of Colton and the County of San Bernardino, adopted <br />October 18, 1977. <br />Mr. Calabrese advised that the County's Citizen Participation Plan requires each participating city to appoint a <br />Citizen Participation Advisory Committee, who conduct public meetings to receive citizen input and recommends a <br />list of projects with priorities to the City Council; the City Council then reviews CPAC recommendations and for- <br />wards to the Board of Supervisors the adopted Priority Listing of Community Development Projects for the Target <br />Area, with the City Council having final authority as to what is submitted to the Board of Supervisors. <br />Mr. Calabrese advised that 8.8% of the final grant is retained by the County for administration costs, and 30% of <br />the final grant is required to be spent on Housing. The County or City may administer additional programs, however, <br />the 30% amount may be administered by the County for housing. <br />Mr. Calabrese continued that the Community Citizens Advisory Commission has recommended the City continue to ad- <br />minister its own Housing Rehabilitation Program, however, Staff recommends the County fully administer Housing <br />Rehabilitation Programs for Colton for the following reasons: <br />1. It will cost in excess of $75,000 annually to retain City HCDA Staff. This <br />money could be better spent on housing rehabilitation, or other programs. <br />2. Thirty percent (30%) of the eventual grant amount must be spent by the County <br />housing programs divisions in Colton. Another 8.8% is withheld from our grant <br />to pay administration costs. Why pay twice for administrative costs? <br />3. If Colton wishes more than 30% to be spent on housing, more monies can be ear- <br />marked for housing or obtained through negotiations for County funds and ad- <br />ministered by the County at no additional administrative cost. <br />4. The County Housing Rehabilitation Program is not written to provide out -right <br />grants as is Colton's. By subsidizing low interest loans, housing monies are <br />available to improve more homes. <br />OCT 21 1977 <br />
