RAMOS <br />City Clerk <br />City of Colton <br />Approved this 21st day of November, 1978. <br />ADJOURNED COUNCIL MEETING <br />co November 14, 1978 <br />M <br />In accordance with notice duly and legally given, an Adjourned Regular Meeting <br />of the City Council of the City of Colton was held on the above given date at <br />Q 5:30 p. m., in the Council Chambers of City Hall, Mayor Gonzales presiding. <br />ROH_ CAI I <br />Council Members present were Hayes, Cisneros, Rehrer, and Mayor Gonzales. Also <br />present were City.Manager Calabrese, City Attorney Edwards, and City Clerk Ramos. <br />Federally Funded Projects <br />Community Development Program <br />City Manager Calabrese read from his memorandum regarding setting project priori- <br />ties for the three-year allocation funding for the City of Colton under the <br />Housing and Community Development Block Grant Program, the estimated total amount <br />for Colton being approximately $986,200. <br />Mr. Calabrese recommended the following priorities be established: <br />1. Priorities assigned for the first year public improvements, in the amount <br />of $343,100, will include sewer, water and streets. <br />2. Second year priorities should be public improvements to include, but not <br />limited to, streets, water and sewer in the amount of $343,100. <br />3. Third year priority should be assigned as fire protection in the amount of <br />$300,000. <br />Mr. Calabrese stated an additional priority could be the projects that -were submitted <br />to the City Council by the County, to develop the commercial areas of South La Cadena <br />and the Ministerial for the shut-ins. Mr. Calabrese said the Agua Mansa Restoration <br />Project of the commercial area should be designated "neighborhood strategy area <br />Councilwoman Cisneros stated she would like to see added to the three priorities <br />Council had already designated, the Agua Mansa Restoration Project and the shelter <br />for shut-ins, and would like for Staff to come up with figures to include these <br />other projects. <br />Mr. Steve Wilburn, representing the County Office of Community Development, stated <br />the City could allocate a portion of these funds for the Agua Mansa Restoration <br />project, and the County would like to see the priorities set and allocations made. <br />now so that this could all be submitted to HUD. <br />Mayor Gonzales suggested allocating an amount of $10,000 to the Agua Mansa Restora- <br />tion project and �10,000.to the shelter for shut-ins. <br />Councilman Hayes was concerned with a problem as far as Church and State concerning <br />the shelter for shut-ins and a religious affiliation. <br />nOV 1 Fl 1978 <br />
