298 <br />ADJOURNED COUNCIL MEETING <br />AUGUST 13, 1979 <br />In accordance with notice duly and legally given, an Adjourned Regular Meeting <br />of the City Council of the City of Colton was held on the above given date at <br />6:00 p. m., in the Council Chambers of City Hall, Mayor Gonzales presiding. <br />ROLL CALL: <br />Council Members present were Hayes, Cisneros, Rehrer, Temby and Mayor Gonzales. <br />Also present were Acting City Manager Elliott, City Attorney Edwards, Finance <br />Director Helsley, and City Clerk Ramos. <br />Planning <br />Acting City Manager Elliott reported the Planning Director is requesting authoriza- <br />tion to contract the service of VTN and Associates until such time as he is able <br />to fill some of the vacancies in his department. <br />Planning Director Gonzales stated he needs assistance in checking plans and pro- <br />cessing projects in as much as he has lost his Planning Assistant. Mr. Gonzales <br />said this company has been used by the City in the past to do a special study. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to contract with VTN <br />and Associates for planning services on an interim basis. Unanimous vote. <br />Finanra <br />Finance Director Helsley requested authorization to hire an outside independent <br />auditor to conduct an audit on the 1976-1 Cooley Ranch Sewer Assessment District. <br />Mr. Helsley said this request comes from the City Treasurer calling his attention <br />to the need to bring this assessment up to date on assessment splits because of <br />the possibility of revenue loss to the City. <br />The Council asked if action on this request could wait until next Tuesday. <br />Finance Director Helsley said he felt a one week delay would pose no problem, <br />however, he was not sure this would enable sufficient time to submit the audit- <br />ed information to the County for adjustment to the tax rolls. <br />Council requested that further information be forwarded to the City Council for <br />consideration at the next regular meeting. <br />Redevelopment Agency <br />Council discussed the letter request from Attorney John Brown for a Special Meet- <br />ing of the Redevelopment Agency, for one hour on Thursday, August 16, 1979. <br />The consensus of the Council as Members of the Redevelopment Agency was that they <br />would prefer to conduct the Redevelopment Agency Meeting following the regular <br />Council Meeting of Tuesday, August 21, 1979. <br />FlPrtinn <br />City Attorney Edwards reported he had written a memorandum to the City Council ad- <br />vising them it would be possible to place the issue of an amendment to the City <br />Manager's Ordinance on the election bellot schedule for November, said election <br />to be conducted by the County. <br />Mr. Edwards stated he has been advised by the City Clerk that in the event the <br />Council wishes to proceed with a November Election issue, the Council will need <br />to take some action at their regular meeting of August 21, 1979. City Attorney <br />Edwards said presently he would like to know whether the Council wishes to go <br />with a November election date or whether it prefers to go with the regular City <br />election scheduled for April, 1980. <br />Council consensus was that they would like to properly study the proposed amend- <br />ment and they would like sufficient time for the citizens to receive proper in- <br />formation on this issue and for these reasons they would prefer to delay the elec- <br />tion until the April 1980 date. <br />Mr. Edwards said he would await future Council instructions on this matter before <br />bringing it back for action. <br />AUG i 3 1979 <br />
