<br />City Manager Calabrese advised the Chief of Police has submitted a recommendation
<br />to amend Resolution No. 2240, the Personnel System Rules and Regulations for the
<br />City of Colton, allowing for lateral entry of the police officer class, and also
<br />allowing for any person who has attended a certified academy, or who possesses a
<br />POST Basic certificate, to be considered without examination for the position of
<br />police officer.
<br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to approve Resolution No.
<br />3920. Unanimous vote.

<br />Revenue Sharing
<br />Mr. Ray Abril, Jr., 330 East N Street, Colton, stated he would be submitting a pro-
<br />posal and recommendation to the City Manager for the forthcoming Budget Sessions
<br />with regard to recreational programs and facilities as previously discussed. Mr.
<br />Abril said he has had discussions with the Recreation Director and the Chairman of
<br />the Recreation and Parks Commission in this regard.
<br />Q7 Electric Utility
<br />(� FERC Rule
<br />Acting Electric Utility Director, Gale Drews, advised the Council Members of a
<br />Q letter received from Mr. George Spiegel, of Spiegel & McDiarmid, dated June 27,
<br />1979, regarding a new Federal Energy Regulatory Commission rulemaking, Docket
<br />Q No. RM79-49, regarding cash working capital allowance, which has received in-
<br />creased attention in recent wholesale rate proceedings.
<br />Mr. Drews stated that Mr. Spiegel recommends the City of Colton, along with the
<br />other cities involved, participate in the new rulemaking procedures, and the cost
<br />to the City would be billed at our existing group rate of 3.14% of $2,500.
<br />Moved by Councilman Rehrer, seconded by Councilman Hayes, approving and authorizing
<br />the City of Colton's participation in the new FERC Rulemaking as outlined. Vote
<br />was unanimous.

<br />Swimming Pool
<br />Mr. Calabrese referred to memorandums, dated June 21, 1979, and July 3, 1979, from
<br />the Building and Safety Director, John Twiss, with regard to the progress of the
<br />swimming pool at Municipal Park, and the work that is being accomplished, which was
<br />presented for the Council Members information.
<br />EXECUTIVE SESSION:
<br />The City Council adjourned to Executive Session at 10:30 p. m., to discuss Personnel
<br />Matters, and reconvened at 10:58 p. m., all Members present.

<br />Mayor Gonzales adjourned the meeting at 11:00 p. m., to meet for an Adjourned
<br />Regular Meeting on Monday, July 9, 1979, at 6:00 p. m., in the Council Chambers
<br />of City Hall.
