Business License/Tax <br />359 <br />City Attorney Edwards reported that at a previous meeting, the City Council directed <br />Staff to review and report on material submitted by the Chamber of Commerce concern- <br />ing a 1965 law and an ordinance adopted by the City of West Covina in 1972, under <br />that law, which imposed a tax on businesses in that City, segregated the receipts <br />and provided a limited purpose for their use. <br />Mr. Edwards continued that in 1978 the voters of California approved Proposition 13 <br />which amended the State Constitution and it provided that cities may impose special <br />taxes by a two-thirds vote of the qualified electors. <br />Mr. Edwards concluded the California Supreme Court has upheld Proposition 13. West <br />Covina imposed its tax before Proposition 13, therefore the procedures followed by <br />West Covina are now obsolete. <br />ADJOURNMENT: <br />Moved by Councilman Hayes, seconded by Councilman Rehrer and unanimously passed, <br />Mayor Gonzales adjourned the meeting at 8:46 p. m., to meet for an Adjourned <br />Regular Meeting on Monday, January 21, 1980, at 7:00 p. m., in the Council Chambers <br />of City ' Hal 1 . <br />co,r <br />V / r <br />HELEN A. Absent was City Clerk Ramos. <br />Cable Television Systems <br />Mayor Gonzales stated the purpose for the Adjourned Meeting this evening is to <br />take into consideration the presentations and information submitted by the cable <br />television companies and make a determination or.decision on which one will be <br />given the franchise to operate in the City of Colton. <br />Councilwoman Cisneros stated that inasmuch as she was absent from the previous <br />meeting when these presentations were given, she had several questions for each <br />of the respective companies that she would like answered. <br />Councilwoman Cisneros asked the number of channels that will be available; the <br />service that will be offered and will there be a local office; would each company <br />offer a utility pay station in their local office for payment of telephone bills, <br />will there be a local studio. Councilwoman Cisneros stated these are several of <br />the items that she had picked out from the proposals submitted, and she would <br />like to know if the companies represented here this evening can and would offer <br />these services. <br />Six Star Cablevision <br />Dan Payne, Ph.D., Director of Franchising for Six Star Cablevision, stated their <br />company will have a local business office and local full color studio in Colton, <br />this is where they plan to maintain the business, and it is proposed to build a <br />JAN 151980 <br />
