458 <br />COUNCIL MEETING <br />AUGUST 19, 1980 <br />A regular meeting of the City Council of the City of Colton was held on the above <br />given date at 7:30 p. m., in the Council Chambers of City Hall, Mayor Gonzales <br />presiding. <br />Mayor Gonzales led the group in the Pledge of Allegiance to the Flag. <br />Invocation was offered by Councilman Leroy Rehrer. <br />ROI I CAI I <br />Council Members present were Hayes, Cisneros, Rehrer, Garcia, and Mayor Gonzales. <br />Also present were Acting City Manager Elliott, City Attorney Edwards and City <br />Clerk Ramos. <br />CONSENT CALENDAR: <br />Mayor Gonzales stated that under Item 3, Agreements, the agreement with Colton Joint <br />Unified School District was being removed from the Agenda, and also Item 6, Swimming <br />Pool Report, was being removed from the Consent Calendar and would be discussed later <br />under the City Manager's items. <br />Minutes <br />August 5, 1980 <br />August 14, 1980 <br />Warrants <br />365005 36767 through 37025 <br />14513 through 14687 <br />August 14, 1980 Inclusive <br />Agreements <br />GTR Development Company, et. al., Eucalyptus Avenue improvement. <br />Dial -A -Ride, Yellow Checker Leasing, Inc. <br />Deeds <br />Individual Grant Deed, Kenneth E. & Elizabeth M. Mayberry, Rodger M. & Connie C. <br />Anderson, right-of-way dedication, Reche Canyon Road, for street purposes. <br />Parcel Maps - <br />Parcel Map 6007, Reche Canyon Road. <br />Moved by Councilman Rehrer, seconded by Councilwoman Garcia, to approve the Consent <br />Calendar as revised. Unanimous vote. <br />PUBLIC HEARINGS: <br />Parcnnnol <br />Res. No. 4030 <br />Mayor Gonzales stated with regard to one of the positions and classifications for <br />this evening's Public Hearing, concerning that of Accountant, there have been some <br />questions raised as to the status of "Classified" or "Unclassified" for this position. <br />City Attorney Edwards stated the position of Accountant has been designated as an <br />"Unclassified" position, and the City'Council should -made a determination as to <br />whether or not this position is a part of the competitive service and whether or not <br />it should be in the classified or unclassified status. <br />Councilman Rehrer stated that some time ago he had recommended that all positions in <br />the City should be Classified and that every employee should have the protection of <br />the Civil Service System. <br />Mayor Gonzales stated that he felt the position of Accountant should be in the <br />classified status and should come under the Civil Service System. <br />Councilwomen Garcia and Cisneros, and Councilman Hayes also agreed that this position <br />should be Classified. <br />City Attorney Edwards stated that the Resolution should then be changed to reflect <br />this. <br />AUG 191980 <br />
