412 CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: Ordinance No. 1584 Second Reading City Attorney Edwards introduced Ordinance No. 1584 for Second Reading, reading it as to number and title only: ORDINANCE NO. 1584 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COLTON AMENDING (Second Reading) ORDINANCE NOS. 1080 AND 1231, AND CHAPTER 3.08 OF THE COLTON MUNICIPAL CODE, PROVIDING FOR A PURCHASING AND SALES SYSTEM. Moved by Councilman Hayes, seconded by Councilman Rehrer, to pass Second Reading and waive further reading of Ordinance No. 1584. Unanimous vote. Moved by Councilman Hayes, seconded by Mayor Gonzales to adopt Ordinance No. 1584. Vote was unanimous. Legal City Attorney Edwards stated pursuant to City Council direction, he has advised Mr. Edward Taylor that the Council wishes to retain his legal services, and Mr. Taylor has requested a fee of $70.00 per hour for such services. Mr. Edwards concluded if the City Council agrees, a motion approving his compensa- tion at that rate would be appropriate. Moved by Councilwoman Garcia, seconded by Councilman Hayes, approving compensation at a rate of $70.00 per hour for Mr. Edward Taylor for legal services. Motion carried with Councilwoman Cisneros and Councilman Rehrer voting NO. ORAL COMMUNICATIONS: Mr. Norman E. Kinney, 892 Edgehill Drive, Colton, County area, stated he is very happy to advise that he is the Chairman of a newly -formed committee called Con- cerned Citizens for Better Government, and that this committee is very concerned with bringing better government to the City of Colton. Mr. Kinney then spoke about recent awards presented to the elected officials of Colton and the City funds that were spent for these awards, stating that to be re-elected to serve the City should be reward enough. Mrs. Bea Hernandez, Member of the Concerned Citizens for Better Government committee, stated that on behalf of the members of this committee, she would like to present engraved plaques to Councilman Rehrer, Councilwoman Cisneros, and former member of the City Council, Leonard Temby, designating their years of service on the City Council. EXECUTIVE SESSION: The City Council adjourned to Executive Session at 9:12 p. m., to discuss matters of Litigation, and reconvened at 10:25 P. m., all Members present. ADJOURNMFNT- Moved by Councilman Haues, seconded by Councilman Rehrer and unanimously passed, Mayor Gonzales adjourned the meeting at 10:26 p. m. .i HELEN A.
