412 <br />CITY ATTORNEY'S REPORTS AND RECOMMENDATIONS: <br />Ordinance No. 1584 <br />Second Reading <br />City Attorney Edwards introduced Ordinance No. 1584 for Second Reading, reading it <br />as to number and title only: <br />ORDINANCE NO. 1584 - AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF COLTON AMENDING <br />(Second Reading) ORDINANCE NOS. 1080 AND 1231, AND CHAPTER 3.08 OF THE COLTON <br />MUNICIPAL CODE, PROVIDING FOR A PURCHASING AND SALES SYSTEM. <br />Moved by Councilman Hayes, seconded by Councilman Rehrer, to pass Second Reading and <br />waive further reading of Ordinance No. 1584. Unanimous vote. <br />Moved by Councilman Hayes, seconded by Mayor Gonzales to adopt Ordinance No. 1584. <br />Vote was unanimous. <br />Legal <br />City Attorney Edwards stated pursuant to City Council direction, he has advised <br />Mr. Edward Taylor that the Council wishes to retain his legal services, and Mr. <br />Taylor has requested a fee of $70.00 per hour for such services. <br />Mr. Edwards concluded if the City Council agrees, a motion approving his compensa- <br />tion at that rate would be appropriate. <br />Moved by Councilwoman Garcia, seconded by Councilman Hayes, approving compensation <br />at a rate of $70.00 per hour for Mr. Edward Taylor for legal services. Motion <br />carried with Councilwoman Cisneros and Councilman Rehrer voting NO. <br />ORAL COMMUNICATIONS: <br />Mr. Norman E. Kinney, 892 Edgehill Drive, Colton, County area, stated he is very <br />happy to advise that he is the Chairman of a newly -formed committee called Con- <br />cerned Citizens for Better Government, and that this committee is very concerned <br />with bringing better government to the City of Colton. Mr. Kinney then spoke about <br />recent awards presented to the elected officials of Colton and the City funds that <br />were spent for these awards, stating that to be re-elected to serve the City should <br />be reward enough. <br />Mrs. Bea Hernandez, Member of the Concerned Citizens for Better Government committee, <br />stated that on behalf of the members of this committee, she would like to present <br />engraved plaques to Councilman Rehrer, Councilwoman Cisneros, and former member of <br />the City Council, Leonard Temby, designating their years of service on the City <br />Council. <br />EXECUTIVE SESSION: <br />The City Council adjourned to Executive Session at 9:12 p. m., to discuss matters <br />of Litigation, and reconvened at 10:25 P. m., all Members present. <br />ADJOURNMFNT- <br />Moved by Councilman Haues, seconded by Councilman Rehrer and unanimously passed, <br />Mayor Gonzales adjourned the meeting at 10:26 p. m. <br />.i <br />HELEN A.
