199 <br />ADJOURNED COUONCiI�8M6EETING <br />JUNE <br />An Adjourned Regular Meeting of the City Council of the City of Colton <br />was held on the above given date at 5:30 p.m., in the Council Chambers <br />of City Hall, Mayor Huntoon presiding. <br />RnT.T. CALL r <br />Council Members present were Rios, Cisneros, Rehrer, Garcia*, and <br />e. <br />Mayor Huntoon. Also present were Acting City Manager Edwards, Acting <br />Finance Director Andengaard, Asst. Finance Director Young, and City <br />Clerk Ramos. Council Member Garcia arrived at 5:37 p.m. <br />BUDGET FY 1986-87: <br />CHAMBER OF COMMERCE: <br />Chamber of Commerce President Betty McQuater and Chamber Manager <br />Richard Dawson addressed the City Council with regard to additional <br />Obudget funding for their Economic Development Program. Council <br />0 Members were given a Chamber Packet outlining the program activities. <br />Lo Mr. Dawson stated the Chamber's plans are to hire an additional staff <br />person to allow him to do more of the same, that is coordinate plan <br />checking for developers, continue to relocate business and industry <br />co Q planning to move, and to more actively seek out industrial develop- <br />ment. Mr. Dawson said the Chamber is requesting an additional <br />$20,000. <br />The Chamber of Commerce request for an additional $20,000 was added <br />to the list to be reviewed prior to final budget approval. <br />POLICE: <br />Acting Police Chief Connolly said he would like to introduce the <br />} <br />CAL -ID Program to the City Council tonight and submit detailed infor- <br />mation prior to the regular meeting. Chief Connolly stated the CAL -ID <br />Program is a San Bernardino/Riverside County project involving all <br />city and county law enforcement agencies, that provides an excellent <br />law enforcement tool used to indentify criminals. Chief Connolly <br />stated this is the system that made the arrest of Richard Ramirez, the <br />Night Stalker, possible. <br />Chief Connolly stated the first year start-up costs are $17,390 and <br />staff would recommend that Council include this in the budget process <br />and authorize the Mayor to sign the Agreement to participate in the <br />program. <br />Administration - Chief Connolly stated page* 239, reflects a CRT and <br />accessories, for use by the Administrative Secretary. <br />Police -Patrol Division - Chief Connolly stated on Page 240, he had <br />requested the addition of fifteen additional Police Officers. Chief <br />Connolly said this is the optimum number, they are needed and he is <br />requesting that the City Council consider the additional personnel, <br />whatever number the Council can fund. <br />The City Council placed the request of fifteen additional Police <br />Officers on the list to be considered before final budget adoption. <br />Councilwoman Cisneros asked if the Crossing Guards had been granted <br />a raise. <br />Chief Connolly replied yes, they will have a rate of $4.00 per hour. <br />Chief Connolly reported Page 259, Office Equipment, reflects two <br />CRTs and accessories; Page 262, Radio Equipment reflects a mobile <br />phone for the Patrol Lieutenant's unit; Page 265, Miscellaneous <br />Equipment reflects purchase of a refrigerator for storage of evidence. <br />JUN 10 1986 <br />
