DAP -001-482) <br />WHEREAS, local governments are authorized by Section 65350 of California Government <br />Code gt sea to prepare, adopt and amend general plans, and by Government Code Section 65800 et <br />seMc to prepare, adopt, and amend zoning ordinance which is consistent with the general plan; and <br />WHEREAS, comprehensive updates to the Land Use Element, Housing Element, and <br />Circulation ("Mobility") Element of the City of Colton General Plan (hereinafter "General Plan <br />Update") were initiated and prepared by the City of Colton; and <br />WHEREAS, on August 20, 2013, the City Council of the City of Colton (hereinafter "City <br />of Colton") adopted Resolution No. 61-13 approving the General Plan Update; and <br />WHEREAS, On September 20, 2016, the City Council directed staff to change the General <br />Plan land use designations and zoning for properties on East K Street from M-2 (Heavy Industrial) <br />to R-1 (Low Density Residential), West K Street from M-1 (Light Industrial) to R-1 (Low Density <br />Residential) and properties on South 7`h Street from R-1 (Low Density Residential) to an <br />appropriate commercial zoning district. On October 18, 2016, the City Council approved a work <br />plan for the general plan amendment and rezone of these properties. A total of 23 parcels are <br />affected by this GPA/zone change. <br />WHEREAS, the Planning Commission of the City of Colton ("Planning Commission") <br />held a public hearing, after giving published notice, on September 26, 2017 to consider <br />recommendations to the City Council of a City -initiated Amendment to the Official Zoning Map <br />(hereinafter "Map Amendments") for the following properties: <br />134 East K Street (APN: 0163-081-12) — Change of Zone from M-2/SDA (Heavy <br />Industrial/Sensitive Development Area Overlay) Zone to C-2 (General Commercial) Zone and <br />146-162 East K Street (APNs: 0163-081-13 & 14) — Change of Zone from M-2/SDA (Heavy <br />Industrial/Sensitive Development Area Overlay) Zone to R-1 (Low Density Residential) Zone. <br />WHEREAS, the staff report accompanying this resolution is found to be true, adopted as <br />Findings and incorporated in this resolution; and <br />WHEREAS, the Planning Commission, following the conclusion of said hearing, <br />recommending approval to the City Council of an Ordinance for Map Amendments and adopted <br />Resolution No. R-35-17 recommending to the City Council the approval of the proposed Change <br />of Zone project regarding recommendations relating properties, as described above; and <br />WHEREAS, The Planning Commission of the City of Colton, in accordance with the <br />
