R-12-11 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON IN <br />OPPOSITION TO THE STATE OF CALIFORNIA ADMINISTRATION'S <br />PROPOSAL TO ELIMINATE THE STATE ENTERPRISE ZONE PROGRAM <br />WHEREAS, it is the goal of the City Council of the City of Colton to maintain a <br />business -friendly environment that attracts quality employers to the city to provide jobs for the <br />residents of the City of Colton; and, <br />WHEREAS, California's State Enterprise Zone Program was established in 1984 to <br />stimulate business investment in depressed areas of the State and create job opportunities for <br />Californians by providing business hiring credits, sales/use credits, and other incentives; and <br />WHEREAS, as of 1986, the City of Colton was part of the Agua Mansa Enterprise <br />Zone and Joint Powers Authority, Agua Mansa Industrial Growth Association, providing a <br />variety of incentives to assist businesses in the City of Colton, until its expiration in 2006; and <br />WHEREAS, in 2006, the City of Colton joined in creating the San Bernardino Valley <br />Enterprise Zone Program to continue assisting businesses in providing quality jobs in the City <br />of Colton; and <br />WHEREAS, the Enterprise Zone Program incentives have provided California <br />businesses tax relief, enabling them to hire employees locally, expand their business in the <br />City of Colton, and allow them to compete in the greater business market; and, <br />WHEREAS, on January 10, 2011, California's Governor Brown proposed the <br />elimination of the State of California Enterprise Zone program and its tax incentives for <br />businesses located within its borders, and; <br />WHEREAS, the elimination of Enterprise Zones will remove the ability to offer tax <br />incentives to expand and attract businesses that create and retain jobs in economically <br />distressed areas of the State as designated by the California State Legislature, and; <br />WHEREAS, the elimination of Enterprise Zones will have a devastating negative <br />effect on job creation, job retention and economic recovery, especially in depressed areas of <br />the State, including the City of Colton, and; <br />WHEREAS, the City of Colton is committed to making every effort to keep the San <br />Bernardino Valley Enterprise Zone operational for the benefit of our current and future <br />businesses. <br />
