DAP -001- <br />382) <br />WHEREAS, local governments are authorized by Section 65350 of California Government <br />Codeet sea to prepare, adopt and amend general plans, and by Government Code Section 65800 et <br />sec to prepare, adopt, and amend zoning ordinance which is consistent with the general plan; and <br />WHEREAS, comprehensive updates to the Land Use Element, Housing Element, and <br />Circulation ("Mobility") Element of the City of Colton General Plan (hereinafter "General Plan <br />Update") were initiated and prepared by the City of Colton; and <br />WHEREAS, on August 20, 2013, the City Council of the City of Colton (hereinafter "City <br />of Colton") adopted Resolution No. 61-13 approving the General Plan Update; and <br />WHEREAS, On September 20, 2016, the City Council directed staff to change the General <br />Plan land use designations and zoning for properties on East K Street from M-2 (Heavy Industrial) <br />to R-1 (Low Density Residential), West K Street from M-1 (Light Industrial) to R-1 (Low Density <br />Residential) and properties on South 7th Street from R-1 (Low Density Residential) to an <br />appropriate commercial zoning district. On October 18, 2016, the City Council approved a work <br />plan for the general plan amendment and rezone of these properties. A total of 23 parcels are <br />affected by this GPA/zone change. <br />WHEREAS, the Planning Commission of the City of Colton ("Planning Commission") <br />held a public hearing, after giving published notice, on September 26, 2017 to consider <br />recommendations to the City Council of a City -initiated Amendment to the Official Zoning Map <br />(hereinafter "Map Amendments") for the following: <br />1. West Side of 711 Street between K and M Streets. 247 South 7th Street through 291 South 7th <br />Street (APNs: 0163-072-26, 0163-072-29, 0163-072-30, 0163-072-31, 0163-072-37) — Zone <br />Change from R-1 (Low Density Residential) to M-U/N (Mixed -Use Neighborhood). 107 S. 7th <br />Street and 143 S. 7th (APNs: 0163-071-17, 0163-071-18, 0163-071-19) — Zone Change from <br />M-1/SDA (Light Industrial/Sensitive Development Area Overlay) to M-U/N (Mixed -Use <br />Neighborhood). <br />2. East Side of 711 Street between L and M Streets. 190 W. L Street, 242 South 7th Street <br />through 290 South 7th Street (APNs: 0163-072-02, 0163-074-27, 0163-074-28, 0163-074-29) — <br />Zone Change from R-1 (Low Density Residential) to M-U/N (Mixed -Use Neighborhood). <br />
