ADJOURNED CITY COUNCIL MEETING <br />APRIL 24, 1996 <br />In accordance with notice duly and legally given, an Adjourned Regular Meeting of the City Council <br />of the City of Colton was held on the above given date at 6:05 P. M., in the Council Chambers of <br />City Hall, Mayor Fulp presiding. <br />IN MEMORIAM <br />Mayor Fulp dedicated the meeting to the memory of slain Police Captain Fred Malouf. Chaplain <br />Bob Johnson offered a prayer. <br />ROLL CALL: <br />Present were Councilmember John C. Hutton, Councilmember Floyd D. Hansen, Councilmember <br />Deirdre H. Bennett, Councilmember Betty L. Cook, Councilmember Don Sanders, Councilmember <br />Abe E. Beltran and Mayor George V. Fulp. Also present were City Attorney Biggs, City Manager <br />Martinez, and Acting City Clerk Freeman. <br />AGENDA REVIEW: <br />After discussion and at the request of Council, Items Nos. 2, 6 and 7 were pulled for addition to <br />budget review and Items Nos. 4 A/B and 8 were pulled for further study. <br />Public Safety - Emergency <br />Mayor Fulp pointed to the recent death of Captain Malouf which was the result of a fourth <br />restaurant take-over and he demanded that the City Council, hold public safety as a top priority, and <br />take immediate and constructive action. He noted that the sum of $539,000 was earmarked to pay <br />off a certain debt and he urged Council to re -direct the funds. <br />Motion by Mayor Fulp, seconded by CM Hansen, to add Item 8A, under the applicable law, to <br />tonight's agenda, an urgent matter affecting public safety, and to appropriate the sum of $400,000 <br />to the public safety budget, specifically, the Police Department, for whatever plan it can implement <br />to attack criminal attacks. Motion carried with Councilmember Beltran voting "No." <br />Closed Session <br />City Attorney Biggs indicated that one matter for Closed Session arose subsequent to the posting of <br />the agenda and she stated there was a need to take immediate action which required two-thirds vote <br />of City Council. <br />Motion by Mayor Fulp, seconded by Councilmember Bennett, to add one item of pending litigation, <br />APR 2 41996 <br />
