ADJOURNED REGULAR COUNCIL MEETING <br />NOVEMBER 12, 1997 <br />In accordance with notice duly and legally given, an Adjourned Regular Meeting of the City Council <br />of the City of Colton was held on the above given date at 5:24 p.m., in the Council Chambers of City <br />Hall, Mayor Gaytan presiding. <br />ROLL CALL: <br />Councilmembers present were Bennett, Cook, Chastain, Hutton, Sanders, and Mayor Gaytan. Also <br />present were Interim City Attorney Carvalho, Interim City Manager Wood, and City Clerk Barrera. <br />Councilmember Sandoval was absent. <br />PUBLIC HEARINGS: <br />Electric <br />Mayor Gaytan declared this was the time and place continued to for consideration of the adoption of a <br />Resolution approving the Competition Transition Charge as Electric Utility Customer Service Policy <br />Rate Scheduled CTC. <br />Mayor Gaytan declared the Public Hearing once again open. <br />City Clerk Barrera announced the Notice of Continuance was posted and reported no protests were <br />received. <br />Tom Clark, Utility Director, made a presentation using Power Point entitled City of Colton/Electric <br />Utility, Strategy Decisions for the Deregulated Electric Industry. <br />With no Public Comment presented, motion/second by CM Sanders/Mayor Gaytan, to close the <br />Public Hearing. No opposition to the motion was received. <br />Discussion continued with clarification provided by staff. <br />Councilmember Bennett brought forward the need to reduce the rates to the residential customers <br />who are in the 250-500 kilowatt usage range. <br />Without objection from Council, Mayor Gaytan directed staff to return with an agenda report for the <br />second meeting in December which addresses Councilmember Bennett's request. <br />Moved/second by CM Sanders/Cook, to approve and adopt Resolution No. R-111-97. Motion carried <br />with CM Chastain voting NO, CM Bennett abstaining, and stated there were too many unanswered <br />questions, and CM Sandoval absent. <br />
