TO: <br />APPROVAL: <br />FROM: <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF MARCH 20, 2001 <br />Honorable Mayor and City Council <br />relopment Director <br />SUBJECT: First Reading of an Amendment to the General Plan, Zone Change, and <br />Environmental Assessment for File Index Number DZGCV-1 11 -00, a 3. 84+ <br />acre, 4 parcel configuration, located at the south eastern terminus of Harbor <br />Drive, east of Colton Avenue <br />March 7, 2001 <br />BACKGROUND: <br />An application was received from Mr. Richard Horn, wherein he is requesting a Zone Change <br />and General Plan Amendment for his three and a half net acres of vacant and developed land <br />he owns, located at the southeast terminus of Harbor Drive east of Colton Avenue. On February <br />27, 2001, the Planning Commission considered and approved File Index Number DZGCV-111- <br />00, a request for a General Plan Amendment and Zone Change for Assessor's Parcel Number <br />164-131-36 (C-2/GC, 0.09 acres), 164-131-44 (C-2/GC, 0.20 acres), 164-131-46 (C-2/GC, 0.05 <br />acres), and 164-131-96, (R-1/LD, 3.5 acres). The General Plan Amendment and Zone change <br />would be from Low Density Residential and General Commercial (LD/R-1 and GC/C-2) to <br />Industrial Park (IP/IP). After receiving public testimony, the Commission also made an <br />environmental finding that the project will not have a significant effect on the environment. <br />The Commission adopted the attached Resolution, Number R-03-01, recommending to the City <br />Council to approve the General Plan Amendment and Zone, Change for File Index Number <br />DZGCV-1 11 -00, and the filing of a Mitigated Negative Declaration. <br />DISCUSSION/ANALYSIS: <br />The City Council is required to hold a Public Hearing for a General Plan Amendment and Zone <br />Change. As recommended by the Planning Commission, the applicant is requesting a General <br />Plan Amendment and Zone Change for Assessor's Parcel Number 164-131-36, 44, 46 and 96, <br />from Low Density Residential and General Commercial (LD/R-1 and GC/C-2) to Industrial Park <br />(IPIIP). Planning staff supports this request. <br />The requested change is consistent and compatible with the surrounding uses, adjacent to R-1, <br />Single Family Residential and C-2, General Commercial zoned and developed properties. <br />Additionally, located adjacent to the San Bernardino County Flood Control Channel, and a <br />portion of the site is within the San Jacinto Earthquake Fault Zone, making the site less likely to <br />be developed with residential or commercial uses.
