1 ORDINANCE NO. 0-02-24 <br /> ' 2 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF <br /> COLTON AMENDING SECTION 2.30.020 OF CHAPTER 2.30 OF <br /> 3 TITLE 2 (COMPOSITION OF BOARDS, COMMISSIONS AND <br /> COMMITTEES) OF THE COLTON MUNICIPAL CODE TO <br /> 4 ALLOW THE APPOINTMENT OF YOUTH MEMBERS TO CITY <br /> APPOINTIVE BOARDS AND COMMISSIONS <br /> 5 <br /> WHEREAS, by adoption of Ordinance No. 0-16-02 on December 17, 2002, the City <br /> 6 <br /> Council amended section 2.30.020 of the Colton Municipal Code to authorize the appointment of <br /> 7 <br /> advisory "youth commissioners" to serve on each of the City's appointive boards, commissions <br /> 8 and committees; and <br /> 9 <br /> WHEREAS, as part of an effort to disband inactive City boards, commissions and <br /> 10 <br /> committees, by adoption of Ordinance No. 0-10-16 on May 17, 2016, the City Council repealed <br /> 11 Ordinance No. 0-16-02, thereby removing the "youth commissioner" position from the City's <br /> 12 appointive boards, commissions and committees; and <br /> 13 <br /> WHEREAS, by adoption of Ordinance No. 0-5-17 on June 6, 2017, the City Council <br /> 14 amended section 2.30.020 of the Colton Municipal Code to, once again, authorize the <br /> 15 appointment of advisory "youth commissioners" to serve on each of the City's appointive <br /> 16 boards, commissions and committees; and <br /> 17 WHEREAS, by adoption of Ordinance No. 0-12-17 on December 5, 2017, the City <br /> 18 Council amended section 2.30.020 of the Colton Municipal Code to allow the City Council <br /> 19 certain flexibility in appointing members to independent citizen's oversight committees and <br /> 20 similar City appointive committees established by voter-approved ballot measures. However, as <br /> 21 <br /> part of the amendment, all language authorizing "youth commissioners" to serve on each of the <br /> City's appointive boards, commissions and committees was deleted; and <br /> 22 <br /> 23 <br /> WHEREAS, by adoption of Ordinance No. 0-17-22 on November 15, 2022, the City <br /> 24 Council amended section 2.30.020 of the Colton Municipal Code to update and clarify the <br /> procedures by which the Mayor and City Council may nominate and appoint persons to the <br /> 25 <br /> City's appointive boards, commissions and committees, but did not address "youth <br /> 26 commissioners" at the time; and <br /> 27 <br /> WHEREAS, all prerequisites to the adoption of this ordinance have occurred. <br /> 28 <br />
