Item #13 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF August 7, 2001 <br />TO: Honorable Mayor and City Council <br />FROM: Al Holliman, Assistant City ManagerCi� <br />SUBJECT: Request Recruitment and Ratification of Employee Appointment to the Full <br />Time Position of Human Resources Manager in the Human Resources <br />Division of the City Manager's Office. <br />DATE: July 23, 2001 <br />BACKGROUND: <br />Certain full time positions are being proposed as part of the City-wide reorganization. There is a <br />need for one (1) Human Resources Manager position in the Human Resources Division to replace <br />the vacant Human Resources Director position which is being eliminated. Attached is a draft of the <br />job description and the salary range is $4,700 - $5,713 per month. <br />DISCUSSION/ANALYSIS: <br />The Human Resources Department is participating in the reorganization and wishes to fill a need in <br />the department for management and administration of the Human Resource function consistent <br />with the objective of the City to make some reassignments. The valuation of the position was <br />based on a limited job table survey of surrounding cities and has been reviewed and approved by <br />the Assistant City Manager. The elimination of the Human Resources Director position in favor of <br />the Manager will generate salary and benefits savings. <br />FINANCIAL IMPACT: All funds have been previously approved with the 2001/2002 budget. <br />Financial impact to the Human Resources Department budget for approximately 10 months during <br />the current fiscal year represent a savings of $15,174, which assumes maximum at E step; savings <br />could be higher depending on appointment at a lower step. This represents $11,240 in Account <br />Number 100-6030-6030-1010 for salary and $3,934 in Account Number 100-6030-6030-1100 for <br />salary related benefits. These savings have been incorporated into the revised 2001/02 budget <br />amounts contained in a separate agenda item for the August 7, 2001 City Council meeting. <br />ENVIROMENTAL IMPACT: <br />None. <br />Item #13 <br />Agenda HR Manager 080701.doc <br />
