CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF MAY 2, 2006 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: Amer Jakher, P.E., PW Director/City Engineer <br />SUBJECT: AUTHORIZE AWARD OF CONTRACT TO TY LIN <br />CONSULTING FOR THE SEISMIC RETROFIT OF SEVEN <br />BRIDGES, IN AN AMOUNT NOT TO EXCEED $64,756. <br />DATE: April 20, 2006 <br />BACKGROUND: <br />The Local Bridge Seismic Safety Retrofit Program is part of the statewide Seismic Retrofit <br />Program. This program was established by emergency legislation (SB 36X) enacted during an <br />extraordinary legislative session after the October 1989 Loma Prieta earthquake. The purpose of <br />this program is to provide funding assistance to local agencies for remedying structural seismic <br />design deficiencies of public bridges on local streets and roads in California. At the time this <br />program was created, there were approximately 12,000 publicly -owned local agency bridges in the <br />state. All bridges were screened for risk of collapse during seismic events. Currently, there are <br />1,223 bridges in the program at various stages of project development. The Director of Caltrans has <br />set the Seismic Safety Retrofit program as the top priority of the California Department of <br />Transportation. <br />DISCUSSION/ANALYSIS: <br />In the early 1990s, City staff began the preliminary design process for the seismic retrofitting of the <br />bridges within the City of Colton. From research and review of files, current City staff has <br />determined that plans had been constructed showing the seismic retrofitting needed to make the <br />bridges safe in the event of an earthquake. <br />In March 2005, Caltrans staff re-evaluated and conducted physical evaluations of the eight bridges <br />listed below to determine the structures' seismic fitness. The bridges requiring retrofitting are: <br />• Br. No. 54C-0077 La Cadena Drive at Santa Ana River <br />• Br. No. 54C-0078 La Cadena Drive at BNSF <br />• Br. No. 54C-0079 La Cadena Drive Pedestrian Overcrossing <br />• Br. No. 54C-0100—Mt. Vernon Avenue at Santa Ana River <br />■ Br. No. 54C-0101—Mt. Vernon Avenue at UPRR <br />■ Br.
