ITEM #1 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE MEETING OF FEBRUARY 6, 2007 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., CITY ENGINEER <br />SUBJECT: APPROVE MEMORANDUM OF UNDERSTANDING ON <br />IMPROVEMENT OF TRANSPORTATION FACILITIES BETWEEN <br />SANBAG, RCTC, THE COUNTY OF RIVERSIDE, THE COUNTY OF <br />SAN BERNARDINO, AND THE CITIES OF COLTON, GRAND <br />TERRACE, LOMA LINDA, MORENO VALLEY, REDLANDS, <br />RIVERSIDE AND SAN BERNARDINO. <br />DATE: JANUARY 22, 2007 <br />BACKGROUND: <br />Reche Canyon Road is a major bi-county corridor connecting City of Moreno Valley and Riverside <br />County to City of Colton and San Bernardino County. The current roadway is one lane in each <br />direction and has experience increased traffic volumes in the last decade. In addition, there are <br />segments of the roadway that need to be re -aligned to improve the safety of the motorists. In 2001, <br />City of Colton, along with City of Moreno Valley, County of San Bernardino, County of Riverside, <br />and City of Loma Linda, funded a preliminary study to explore the feasibility of improving the road <br />from a two lane to a four lane road. The study was completed in 2005 and proposes Reche Canyon <br />to be a four lane road with realignment of certain segments. <br />A series of public meetings were held in 2005 to present the project to the public. One of the main <br />concerns was that the other bi-county corridors were not being pursued. The City of Colton, along <br />with other jurisdictions (including Grand Terrace), met on several occasions during the past year <br />and agreed to pursue design and construction of two corridors. The other corridor being pursued ;s <br />Pigeon Pass Road that will connect Moreno Valley to the southern end of City of Grand Terrace. <br />The Pigeon Pass Road corridor is almost entirely in the County of Riverside, a very small portion of <br />is in the City of Grand Terrace. The MOU has already been approved by the City of Moreno <br />Valley, RCTC (Riverside County Transportation Commission) and SANBAG's Plans and <br />Programs Committee on January 17, 2007. The MOU is being recommended for approval before <br />the full SANBAG Board of Directors at their regularly scheduled meeting on February 7, 2007. <br />ANALYSIS/DISCUSSION: <br />The Memorandum of Understanding (MOU) includes all vested parties involved with the Bi- <br />
