ITEM #9 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF MARCH 20, 2007 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: AMER JAKHER, P.E.; P.W. DIRECTOR / CITY ENGINEER <br />SUBJECT: APPROVE RESOLUTION AMENDING THE FISCAL YEAR 2006/2007 <br />CAPITAL IMRPOVEMENT PROGRAM (CIP) TO INCLUDE THE <br />FREEWAY RAMP IMPROVEMENT PROJECT AND AUTHORIZE THE <br />CITY MANAGER TO EXECUTE THE CORRESPONDING JOINT <br />AGREEMENT AND ALL RELATED DOCUMENTS BETWEEN THE <br />CITY OF COLTON AND CALTRANS DISTRICT 8. <br />DATE: MARCH 14, 2007 <br />BACKGROUND: <br />Several meetings have been held between the City of Colton and Caltrans District 8 maintenance <br />staff regarding the physical maintenance of the I-10 corridor through the City. The City of Colton <br />requested that Caltrans pay particular attention to the deteriorating condition of several freeway <br />access points. <br />DISCUSSION/ANALYSIS: <br />In response to the City's request and in light of shortages in the state budget for maintenance of the <br />I-10, SR -215 and SR -210 , Caltrans has offered to begin a pilot program with the City of Colton. <br />The program would be a joint effort between the City and Caltrans to improve the condition of the <br />City's freeway on and off ramps. The scope of work for the proposed improvements will provide <br />for application of rubberized slurry seal to all city freeway access ramps. Additionally, the program <br />also intends to provide for the following needed drainage and accessibility improvements near City <br />on and off ramps: 1) installation of a storm drain at the Sperry Drive off -ramp 2) construction of a <br />new curb radius at the I-10/La Cadena on-ramp and 3) installation of an 8" cross -gutter at the 9th <br />Street off -ramp. The cost estimate for these improvements totals $250,038.80 and is attached as <br />Exhibit `A.' The program proposes to improve the following locations: <br />• I-10 and Pepper <br />• I-10 and Rancho <br />• I-10 and La Cadena <br />• I-10 and 9th Street <br />• I-10 and Mt. Vernon <br />• Sperry to Mt. Vernon off the I-10. <br />
