ITEM #12 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF MARCH 20, 2007 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., PW DIRECTOR/CITY ENGINEER <br />SUBJECT: NOTICE OF COMPLETION/ACEPTANCE FOR CDBG <br />PROJECT #104-30129 - COOLEY RANCH ELEMENTARY <br />CHILD CARE MODULAR PROJECT. <br />DATE: MARCH 13, 2007 <br />BACKGROUND: <br />On July 15, 2003, the City Council approved the authorization to enter into a license agreement <br />with Colton Joint Unified School District to construct and operate child care facilities at the <br />following locations: <br />• Reche Canyon Elementary School, located at 3101 Canyon Vista Drive. <br />• Woodrow Wilson Elementary School, located at 750 South 8TH Street. <br />• Cooley Ranch Elementary School, located at 1000 South Cooley Drive. <br />Pursuant to Education Code section 17296 and Welfare and Institutions Code section <br />189860.40(a), the City may construct the child care facilities on School District property, where <br />the City will provide child care and development services and any other service which will <br />enhance the health, development, and well-being of children. Pursuant to the above cited <br />statutes, the City's construction of the child care facilities on School District Property is exempt <br />from approval by the Department of General Services and would be under the jurisdiction and <br />approval of the City's Building and Safety Division. <br />The Cooley Ranch Elementary CDBG Child Care Modular Units Project consists of extending <br />the existing modular facility by installation of an additional 576 square feet of floor area. The scope <br />of work included installation of a manufactured modular building on concrete foundation with two <br />(2) restrooms, sick room, a kitchen, and installation of water and sewer facilities. The other two <br />modular facilities were completed and accepted by the City Council on December 7, 2004. <br />ANALYSIS/DISCUSSION: <br />On September 20, 2005, the City Council authorized the award of contract for CDBG Project #104- <br />30129 - Cooley Ranch Elementary Child Care Modular Project to Horizons CCI Services, Inc. The <br />total contract amount of the project is $132,250. A backflow device was added as Change order <br />
