ITEM NO. 05 <br />STAFF REPORT <br />DATE: MARCH 2, 2010 <br />TO: HONORABLE MAYOR AND CITY COUNCV <br />FROM: ROD FOSTER, CITY MANAGER <br />PREPARED BY: BOB MILLER, CHIEF OF POLICE �-- <br />SUBJECT: THIRD AMENDMENT TO PROFESSIONAL SERVICES <br />AGREEMENT BETWEEN THE CITY OF COLTON AND THE <br />OMEGA GROUP <br />RECOMMENDED ACTION <br />It is recommended that the City Council authorize execution of a third amendment to the <br />Professional Service Agreement (PSA) with The Omega Group, to allow for the upgraded crime <br />mapping technology (Crimemapping.com) and the additional feature of CrimeView Server. <br />GOAL STATEMENT <br />The proposed action will support the City's goal to improve information sharing with the public <br />and within the Police Department regarding law enforcement activity. <br />BACKGROUND <br />On September 4, 2007, the City of Colton entered into an agreement with The Omega Group <br />(Omega) for crime analysis software (CrimeView), and an Internet based public access crime <br />mapping system (CrimeView Community). Due to staffing limitations and contract <br />specifications, the project has been in process over the past two years. <br />In February 2009, staff completed a second amendment to the Agreement showing the end date <br />as the completion of performance. The CrimeView portion of the project was completed that <br />month. At that time, Omega was in the process of upgrading its CrimeView Community software <br />to Crimemapping. Crimemapping is a more user friendly system that would be hosted by <br />Omega, decreasing cost to the City in hardware and maintenance. Omega offered this new <br />technology as well as CrimeView Server, which would increase crime analysis information <br />sharing throughout the Department, and reduce the time required by a crime analyst for input. <br />The attached "third amendment" (exhibit `A'), provides for the change from CrimeView <br />Community to Crimemapping.com, and the addition of CrimeView Server with no increased cost <br />to the approved purchase order. <br />
