ITEM NO. 10 <br />yip STAFF R P i R <br />S tool <br />DATE: AUGUST 3, 2010 <br />TO: HONORABLE MAYOR AND CITY COUNCIL(10C F <br />FROM: ROD FOSTER, CITY MANAGER <br />SUBJECT: APPROVE THE FOLLOWING WITH RESPECT TO CONVERTING <br />THE FULL-TIME POSITION OF RECORDS COORDINATOR INTO <br />THE FULL-TIME POSITION OF RECORDS MANAGER AND <br />AUTHORIZING ITS RECRUITMENT: (1) JOB DESCRIPTION; (2) <br />RESOLUTION R-58-10 ESTABLISHING THE SALARY RANGE; (3) <br />DESIGNATION OF THE POSITION AS AN AT -WILL POSITION <br />PROVIDED FOR IN COLTON MUNICIPAL CODE SECTIONS <br />2.16.070(B) & (C); AND (4) <br />RECOMMENDED ACTION <br />It is recommended that the City Council take the following actions: (1) eliminate the full-time <br />position of records coordinator; (2) approve the job description for the full-time position of <br />records manager and authorize its recruitment; (3) approve Resolution No. R-58-10 establishing <br />the salary range for the full-time position of records manager and eliminating the salary range for <br />the records coordinator; and (4) designate the records manager position as an at -will position as <br />provided for in Colton Municipal Code Sections 2.16.070(B) & (C). <br />GOAL STATEMENT <br />The proposed action will support the City's goal to establish a full-time management level <br />position within the City Clerk Division, reporting directly to the City Manager. <br />BACKGROUND <br />On October 21, 2008, as part of its effort to bifurcate the then full-time position of City Clerk <br />into a part-time elected City Clerk position and another full-time employment position, the City <br />Council approved the full-time position of records coordinator by approving the job description <br />and approving Resolution R-114-08 to establish the salary range for the position. Though <br />created, recruitment for the position of records coordinator was never completed and remains <br />unfilled. <br />ISSUES/ANALYSIS <br />Staff is recommending that the position of records coordinator be converted into the position of <br />records manager, since the duties to be performed are essential and staff believes that the <br />position should be a management level position within the City Clerk Division, reporting directly <br />ONTARIO\DD ERLETH\70467.1 <br />
