I SUBJECT: Wastowati Required BACKGROMM: , Public Utilities Director Rate Program and Treatment Facilities Date: March 10, 1993 on February 9, 1993 a workshop was hold to brief the Council on the required wastewater revenues and the treatment facilities for the City Of Colton- The required treatment facilities included construction at the existing treatment plant and advanced tertiary treatment facilities, known as RIX at a now location on Aqua Mansa Road. These facilities are to bring the City of Colton into compliance with the present Cease and Desist Order from the State Regional Water Quality Control Board. The City Of Colton and the City of San Bernardino have been working together, with the assistance of the Santa An& Watershed Project Authority (SAWPA), to acquire the necessary land to construct the required tertiary treatment facilities. VISCUSSIOK: At the October 6, 1992 Council meeting, Council authorized staff to work with SAWPA in accomplishing the preliminary design for the RIX facilities and necessary interceptor pipelines. The preliminary design ham now been completed and the final design is ready to proceed. Also, all preliminary investigations have been completed for the acquisition of the required land. In order to stay on sch*dulo for compliance with the Cease and Desist Order the land acquisition needs to be concluded now and the final design accomplished by the summer of 1993. In order for the City of Colton to continue acquisition, as well as to obtain construction sales, the wastewater rate schedule outlined in Stewart needs to be adopted by Council. to participate with the design and land funding, from either State loans or bond the February 9, 1993 report by Krieger and Staf f is continuing to work on the most cost off active ways to keep construction costs an low as possible. At this time, the recommended rate schedule got forth in the Krieger and Stewart report (attached rate schedule* for ordinance exhibit) needs to be adopted to allow the City of Colton to provide sewer services in compliance with State and Federal requirements.
