TO: <br />APPROVAL: <br />FROM: <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF JUNE 4,1996 <br />Honorable Mayor and City Council <br />Na <br />,��nrique,Ma��anagerpf <br />Community Deve <br />SUBJECT: Consideration to Approve Three Year Cooperation Agreement with the <br />County of San Bernardino for the Community Development Block Grant <br />(CDBG) Program for Fiscal Years 1997-98, 1998-99, and 1999-2000. <br />DATE: May 28, 1996 <br />BACKGROUND: <br />Every three years, the City of Colton is required to renew the Three Year Cooperation <br />Agreement with the San Bernardino County Department of Economic and Community <br />Development (ECD) to continue its participation in the Community Development Block Grant <br />(CDBG) Program and receive annual funding under this grant. <br />DISCUSSION/ANALYSIS: <br />This Agreement is required by the U.S. Department of Housing and Urban Development <br />(HUD) in order for the County to continue to receive Community Development Block Grant <br />(CDBG) funding that can be allocated to the City of Colton . The Agreement is similar to our <br />existing Cooperation Agreement; the only change being the addition of any requirements <br />specified by the most recent HUD regulations. This Agreement will allow the City to <br />participate in the CDBG Urban County Program for Fiscal Years 1997-98, 1998-99, and <br />1999-2000. The attached Resolution authorizes the Mayor to sign said Agreement, which <br />will then be forwarded to San Bernardino County for action by the County Board of <br />Supervisors. <br />ALTERNATIVES: <br />The City may elect not to participate in the Urban County Community Development Block <br />Grant Program for the next three years, and compete annually with other small cities in the <br />State administered Small Cities Community Development Block Grant Program. <br />FINANCIAL IMPACT: <br />The deadline to submit all required, signed documents to the County is June 21, 1996. If the <br />City does not sign the agreement, the result would be a loss of approximately $379,000 <br />annually, in Community Development Block Grant funds. Programs such as the Senior <br />Citizeris-,,Outreach P <br />mpram, and Capital Improvement projects would lose Community <br />DevdloiAent Block/G44tEZhdinQ. <br />OAVTD-T�-.
