Gabriel, Economic Development Director) <br />SUBJECT: Consideration and Direction for the Re -alignment and t <br />Widening of Agua Mansa Road and Extension of Pepper <br />Avenue <br />DATE: May 28, 1996 <br />BACKGROUND: <br />Over the past three years, efforts have been made for the adoption of a new <br />alignment and the re-establishment of Agua Mansa Road and Pepper Avenue as major <br />transportation corridors in accord with the AMIGA Specific Plan and Enterprise Zone. <br />The major property owners, who are directly affected by this proposal, have been and <br />are in support of the City proceeding with a General Plan Amendment and then the <br />adoption of a specific alignment in accord with studies prepared by the San Bernardino <br />County Transportation Department. <br />Most recently, meetings were held starting May 7, 1996 regarding these issues. <br />Some of the meetings have been technical in nature and involving staff persons from <br />several City Departments and others were in the form of briefings with members of <br />the City Council. The issues discussed included: the process, costs for review, <br />consideration of the Memorandum of Understanding, sources of funding for the <br />project, planning and environmental issues, impact of the endangered Delhi Sands Fly, <br />participation by affected property owners, and utility improvements. <br />Process: The formal procedure for the adoption of the plan for the realignment and <br />widening of Agua Mansa Road and extension of Pepper Avenue is the application for <br />a General Plan Amendment through the Planning Division (please see attached <br />memorandum from GTS Associates). The Community Development Director has <br />estimated that the process will take approximately 120 days from the time of <br />submittal to the final review by the City Council.
