CITY OF COLTON <br />AGENDA REPORT <br />For the Council Meeting of August 5, 1997 <br />To: Honorable Mayor & City Council <br />Approval: Gracie Fernandez Harmon, Acting City Manager <br />From: Randy Anstine, Neighborhood Services Director <br />Subject: Authorize the Director to Sign Contract Instructor <br />Agreements and Approve Agreement Format <br />Date: July 14, 1997 <br />BACKGROUND: <br />Historically the Neighborhood Services Department (formerly Parks, Recreation and Human <br />Services) has entered into arrangements with various instructors, offering a variety of classes <br />in the community centers. The departmental director and the contract instructors would sign the <br />agreements, detailing the type of class being offered, responsibilities of each party, and the <br />amount of payment to be made. In light of recent discussion and direction given by Council <br />regarding the award and signing of City contracts, staff is seeking direction from Council <br />regarding the signing of routine departmental instructor agreements. <br />In 1996, the City Attorney and the Neighborhood Services Director revised the City/Instructor <br />Agreements (sample attached to this report). At present the department has a total of six (6) <br />signed agreements. Agreement terms normally run for the fiscal year, but some are seasonal <br />or limited term arrangements, depending on the type of class that is being proposed. <br />Classes that are proposed by the department are presented to the Parks and Recreation <br />Commission for their consideration and comments. After the agreements are signed, the <br />department opens a purchase order in the name of the instructor. <br />FINANCIAL IMPACT: <br />None <br />ENVIRONMENTAL IMPACT: <br />None <br />RECOMMENDATION: <br />Staff recommends that Counc' authorize the continued practice that has been in effect, allowing <br />the director to sign contracthq greements after review by the Parks and Recreation Commission, <br />and authorize the use of the form agreement as reviewed by the City Attorney. <br />Attachments: Sample Instructor Agreement <br />Item No. 16 <br />
