CITY OF COLTON <br />AGENDA REPORT <br />For Council Meeting of 'Apr 111.) 1998 <br />TO: Honorable Mayor and Council <br />FROM: Community Development DepartVient and City Attorney <br />SUBJECT: Proposed amendments to Chapter 5.24 of the Colton Municipal Code <br />concerning massage parlors and massage technicians. <br />DATE: March 31, 1998 <br />Background: <br />The City currently requires all persons performing massage services (e.g. massage <br />technicians) and owners/operators of massage parlors to obtain a business license and a massage <br />permit pursuant to Chapter 5.24 of the Colton Municipal Code. The procedures and costs <br />associated with obtaining such business licenses and permits are somewhat significant considering <br />the nature of the work and the staff time needed to process and administer them. Currently, all <br />persons working as massage technicians in a permanent place of business within the City and all <br />owners/operators of massage parlors in the City must pay a business license fee of $1,250 for the <br />first year, $750 of which is refunded if no civil or criminal complaints regarding the licensee's <br />operations are made during that first year. Their business license fee is thereafter $500 per year. <br />All massage technicians who do not have a permanent place of business within the City must pay <br />a fee of $1:00 per day. <br />Staff has been approached by owners/operators of licensed cosmetologist establishments <br />who wish to provide incidental massage services within their establishments, but who feel that the <br />$1,250 is prohibitive and that they should not have to comply with the requirements of Chapter <br />5.24 since they, already operate clean and safe businesses. Licensedcosmetologist establishments <br />are heavily regulated by the State of California, and are required generally to meet standards such <br />as those outlined in Section 5.24. 100 regarding the massage parlor facilities and the health and <br />safety of employees and patrons. <br />RVPUB\DRD\39967 <br />Item # 21 <br />
