P City er <br />9 <br />SUBJECT: Adopt Resolution for the Closure of Cantera Street North of <br />San Bernardino Avenue <br />DATE: August 12, 1998 <br />BACKGROUND: <br />Recently concerns have been brought to our attention regarding numerous vehicles <br />and pedestrian traffic that will have access to the Cantera Street residential area once <br />the Arrowhead Regional Medical Center becomes operational. As a testimonial to this <br />concern residents from the Cantera Street neighborhood delivered a petition with <br />twenty-eight signatures requesting that the City close access to Cantera Street from <br />San Bernardino Avenue. <br />DISCUSSION/ANALYSIS: <br />Pursuant to CA Vehicle Code Section 21101(f), Cantera Street may be blocked at San <br />Bernardino Avenue, providing that by doing so, the Circulation Element of the General <br />Plan is implemented. An analysis performed by the City Engineer revealed the <br />following two facts: (1) by eliminating ingress and egress to San Bernardino Avenue <br />from Cantera Street, the number of turning movements on San Bernardino Avenue will <br />be reduced and therefore improve traffic safety; and (2) by eliminating ingress and <br />egress to San Bernardino Avenue from Cantera Street, congestion on San Bernardino <br />Avenue will be reduced which will improve public health and safety. Additionally, the <br />City Engineer expressed the fact that the Circulation Element relates to arterials, minor <br />and major highways contained in the General Plan not local streets. The City <br />Engineer's findings expressed as (1) and (2) above relate to improved traffic safety and <br />public health and safety on San Bernardino Avenue an arterial street. <br />This request was submitted to the Traffic Committee who made logistical <br />recommendations if Cantera Street is to be closed north of San Bernardino Avenue. <br />Those recommendations include the removal of pavement, landscaping, signage, the <br />type of barrier to be used for the closure and maintenance. These issues will be <br />addressed by staff, (pending Council approval) within the next thirty days. <br />ENVIRONMENTAL IMPACT: <br />The circulation element of the City's General Plan was the subject of prior <br />environmental review. No additional significant environmental impacts will occur which <br />have not already been reviewed and mitigated. Therefore, this project is exempt <br />pursuant to the State CEQA guideline, Section 15061(b)(3). <br />Item # 1 <br />
