CITY OF COLTON <br />CITY COUNCIL AGENDA REPORT <br />For Council Meeting of June 16, 1998 <br />TO: Honorable Mayor and City Council <br />APPROVAL: Henry T. Clarke, Utility Direc <br />SUBJECT: Approval of MOU with Tiger Rescue <br />DATE: June 8, 1998 <br />BACKGROUND <br />During a recent City Council meeting, staff was authorized to enter into negotiations with Tiger Rescue, a <br />non-profit animal sanctuary, for a lease of property within the City of Colton to house the animals. <br />DISCUSSION / ANALYSIS <br />Tiger Rescue is under an order by the County of Riverside to vacate their present location due to changes <br />in the property zoning and continual encroachment by residential growth in their vicinity. The organization <br />is searching for an adequate location to move to before the County of Riverside initiates eviction actions <br />against the sanctuary. Colton is one place that has been contacted by Tiger Rescue, and has offered to <br />present a proposal that would culminate in a lease of property on Agua Mansa Road that used to be the <br />site of the Wastewater Treatment Plant. The site has approximately six acres that can be used for the <br />sanctuary. There are no planned uses for the property by the Utility Department, but the property may <br />have a beneficial use sometime in the future. Therefore, a lease is preferred to a sale of the land. <br />ALTERNATIVES <br />Since there are no immediate uses for the land, there are no alternatives for the use of the property. The <br />only real alternative for the City is to withdraw itself from being considered as a potential site for this <br />organization, if there is sufficient cause to do so. <br />FINANCIAL <br />Any costs associated with the use of the property would be included in the lease rate. These would be <br />costs normally encountered when preparing property for a tenant. The lease amount will be new revenue <br />for the Department and will be used to offset administration and management of the lease. All other costs <br />from occupying the property (utilities, maintenance, etc.) will be paid by the lessee. <br />ENVIRONMENTAL IMPACTS <br />There are no adverse environmental impacts anticipated in this proposed transaction. <br />RECOMMENDATION <br />That the Colton City Council approve the Memorandum of Understanding between the City of Colton and <br />Tiger Rescue and instruct staff to negotiate and prepare a lease for subsequent approval of the proposed <br />site on Agua Mansa Road. <br />Item # 18 <br />\\SERVER\UTOM\Tiger Rescue MOU to Council.doc <br />
