CITY OF COLTON <br />AGENDA REPORT <br />For the City Council Meeti-ng of April 20, 1999 <br />TO: Honorable Mayor and City <br />girricil <br />APPROVAL: Henry Garcia, City Mana <br />FROM: Robb Steel, Redevelopment Directorft-?5/ <br />SUBJECT: Consideration and Approval of granting an exemption to <br />West Valley Specific Plan non -conforming use provision <br />310 Rexford <br />DATE: April 12, 1999 <br />Background: <br />Mr. Art Paige, owner of Transport Components, is currently in escrow to purchase an 7,600 <br />square foot block and metal industrial building located at 310 Rexford Street. Rexford Street is <br />a private road located on the north side of Valley, west of Pepper Avenue and has been <br />developed with a variety of small metal buildings suitable for various industrial uses. The <br />properties on Rexford have an underlying zoning of IP- Industrial Park with one parcel zoned M- <br />1 — Light Manufacturing. The property is now located within the West Valley Specific Plan which <br />designates the property as HRM — Hospitality Retail/ Medical Support. (Please see the attached <br />West Valley Specific Plan - Land Use map labeled as Exhibit "A"). <br />Transport Components is a manufacturer and wholesaler of air brake components, which would <br />be classified as a light manufacturing operation. As such Mr. Paige's operation would need to <br />be located on a property that would allow light manufacturing uses. Under the HRM land use <br />designation, light manufacturing uses are not permitted. (please refer to West Valley Specific <br />Plan - Permitted Land Use labeled as Exhibit "B"). <br />Discussion: <br />As described earlier, Rexford Street is a private street that has been fully developed with a <br />variety of older metal buildings, suitable for industrial uses. Under the West Valley Specific Plan <br />all of these uses are now legal non -conforming uses. However, in the event that a building is <br />not occupied for a period of more than 90 days or if the property is sold then property and uses <br />shall be required to conform to the land uses and development standards permitted in the West <br />Valley Specific Plan. (Please refer to definition of "Non-conformirig Uses" from West Valley <br />Specific Plan, labeled as Exhibit "C"). <br />Itan # 13 <br />
