Parrish, Assistant City Manager <br />SUBJECT: Consider Amendment to the Memorandum of Understanding <br />between the County of San Bernardino and the City of Colton for <br />Medical Center Offsite Improvements to Provide Funding for the <br />Development of a Strategy and a Plan to Mitigate the Current <br />Flooding Conditions that are Experienced in the Areas Immediately <br />Surrounding the Arrowhead Regional Medical Center <br />DATE: December 22, 1998 <br />BACKGROUND: <br />In May 1995, the City Council approved the Memorandum of Understanding between <br />the County of San Bernardino and the City of Colton for the Construction of Traffic <br />Mitigation and Infrastructure Improvements related to the Medical Center Project. <br />On December 15, 1998, members of staff met with Council Member Sanders, Judy <br />Battey, Supervisor Eaves' Office, Ken Miller and Ken Guidrey, San Bernardino County <br />Flood Control, Tim Wilson, GTS and Associates, Bruce Cash, United Strategies Inc., <br />and Glen Sams, Arrowhead Management Group. The meeting focused on the need for <br />the City of Colton and the County of San Bernardino to develop a strategy and a plan <br />to mitigate the current flooding conditions that are experienced on the west side of <br />Colton and in the "County pocket' during periods of significant rainfall <br />The possibility of amending the Memorandum of Understanding between the County of <br />San Bernardino and the City of Colton for the Medical Center Offsite and Traffic <br />Mitigation Improvements ("MOU") was discussed as a potential method of funding a <br />portion of the project. <br />DISCUSSION/ANALYSIS: <br />In order to proceed with the pre -design and design phases of the 3-5 project, staff <br />suggests processing an amendment to that portion of the MOU that funds what we call <br />"Phase II" of 3-5 Storm Drain Project. Phase 1 of the project as identified in the MOU <br />has been constructed. What the MOU provides is a $1,500,000 advance towards the <br />construction costs (design costs included) of Phase 11 of the 3-5 Storm Drain Project. <br />This advance is to be repaid by the City of Colton without interest from development <br />impact fees imposed and collected by the City. Additionally, the MOU provides a <br />$400,000 grant from the County to the City to be applied to the construction costs of <br />Phase it of the project. The proposed amendment to section 2.13 of the MOU will <br />accomplish the following tasks: <br />Item # 13 <br />
