"Adjourned to this date, January 6, 1999. <br />TO THE CITY OF COLTON <br />IN THE COUNTY OF SAN BERNARDINO STATE OF CALIFORNIA <br />Declaration of (Public Comments of Reverend Steve Anderson: <br />Greetings Honorable Mayor, Council, Staff and Citizens of the City of Colton. <br />We are gathered here this evening purportedly for the publicized and stated <br />purpose of a "Meeting -to Discuss Election of City Council Members from Districts <br />or at Large. " (See 1/5/99 Colton Council Meeting Agenda, Item #14) However, the <br />actual "hidden" purpose of this meeting, in part, is to "identify issues... with respect <br />to... recall efforts... " (See 12/28/98 City Manager "Memorandum," attached as <br />exhibit 1.) With the "true" nature of this meeting now exposed, I direct my public <br />comments to issues with respect to recall efforts. The improper notice and hidden <br />definition of this meeting is reason in and of itself to recall the responsible parties. <br />Recently, The City Council is on record as being opposed to recalls of its <br />Council members in the City of Colton. Conversely, I, as many others, am in favor <br />of the citizens' right to recall (See May 1998 letter to the editor from Rev. Steve <br />Anderson, attached as exhibit 2.) as set forth in Article 2, Section 13, of the <br />California Constitution, which states "Recall is `the power' of the electors to remove <br />an elective officer."
