Garcia, Ci Manager FROM: Da amora"� Community Deve nt Director SUBJECT: Prioritization and Funding of Community Development Block Grant (CDBG) Projects for Fiscal Year 1999-2000 DATE: February 18, 1999 BACKGROUND: On December 1, 1998, the City Council approved the submittal of 10 Community Development dock Grant (CDBG) Project Applications to the San Bernardino County Economic and Community Development (ECD) Department, for eligibility and qualification review for the Fiscal Year 1999-2000. Subsequently, additional CDBG applications were submitted directly to the County ECD Department from various public and private agencies, requesting funds from the City CDBG Entitlement Allocation. The City of Colton has received a total of 48 eligible proposal applications requesting CDBG funds. Attachment W is a list of the 48 proposals. The list contains the project log number, primary service area of the proposed project, name of the applicant, a brief project description, total CDBG request, including the amount of CDBG funds being requested from Colton, and ECD comments. The County has informed the City that the 1999-2000 CDBG Entitlement Allocation for Colton is $3689000. Also, that the 15% funding limit for public service projects continues to apply, which means that the maximum amount of CDBG funds we can allocate for public service projects is $55,200. DISCUSSION/ANALYSIS: Staff has conducted a cursory review of the 48 proposals and is overwhelmed at the number of public service projects requesting funds. Los Padrinos submitted two proposals, log numbers 25070 and 25173, which duplicate the funding request from the City. Therefore, staff has dropped proposal number 25173. Thirty-six (36) of the remaining 47 applications are for public service projects, fora total amount of $288,412 being requested from Colton. The array of public services proposed is admirable and certainly a necessity for low and moderate income persons. However, many of the proposals appear to duplicate services that are already available to Colton residents. Item # 2
