Zamora <br />Community Develo ent irector <br />SUBJECT: Request for a Dance Permit by the "Rocks Club" located at 195 <br />West Valley Boulevard <br />DATE` March 9, 1999 <br />BACKGROUND: <br />On December 8, 1998, the Planning Commission considered the Design Review <br />Committee's recommendation to approve Olympia Grill & Lounge, Inc.'s request for <br />modification of its Conditional Use Permit. The request for the modification was to <br />change the use from a Family Restaurant to a Sports Lounge and Night Club with <br />dancing from 9:00 p.m. 2:00 a.m., five days a week, per the attached Dance Permit <br />application. <br />Subsequent to the Commission action, it came to Staff's attention that the applicant <br />altered their sign to reflect that the new operation would be conducted under the name <br />of the "Rocks Club". Staff was concerned that what appeared to be the intended use of <br />the property was not fully reviewed during the Conditional Use Permit modification <br />process. Given the circumstances and potential that the proposed use was not <br />completely understood and reviewed, Staff rescheduled a subsequent Planning <br />Commission meeting on February 9, 1999 to review and explain what their <br />interpretation of a Sports Bar was at the time the project was previously approved by <br />them. <br />DISCUSSION/ANALYSIS: <br />Different facts have come into consideration since the Planning Commission's <br />December 8, 1998 approval of Olympia's modified Conditional Use Permit. <br />At their February 9, 1999 meeting, the Planning Commission directed staff to meet with <br />Messrs. Thanopoulos, the owners of the "Rocks Club", regarding five major concerns <br />expressed by both Staff and the Planning Commission. <br />Item # 17 <br />
