CITY OF COLTON
AGENDA REPORT
FOR COUNCIL MEETING OF MARCH 16, 1999
TO: Honorable Mayor and City Cou cil
APPROVAL: He T. Garcia, Cit anag
FROM: David R. Zamora
Community Develo ent irector
SUBJECT: Request for a Dance Permit by the "Rocks Club" located at 195
West Valley Boulevard
DATE` March 9, 1999
BACKGROUND:
On December 8, 1998, the Planning Commission considered the Design Review
Committee's recommendation to approve Olympia Grill & Lounge, Inc.'s request for
modification of its Conditional Use Permit. The request for the modification was to
change the use from a Family Restaurant to a Sports Lounge and Night Club with
dancing from 9:00 p.m. 2:00 a.m., five days a week, per the attached Dance Permit
application.
Subsequent to the Commission action, it came to Staff's attention that the applicant
altered their sign to reflect that the new operation would be conducted under the name
of the "Rocks Club". Staff was concerned that what appeared to be the intended use of
the property was not fully reviewed during the Conditional Use Permit modification
process. Given the circumstances and potential that the proposed use was not
completely understood and reviewed, Staff rescheduled a subsequent Planning
Commission meeting on February 9, 1999 to review and explain what their
interpretation of a Sports Bar was at the time the project was previously approved by
them.
DISCUSSION/ANALYSIS:
Different facts have come into consideration since the Planning Commission's
December 8, 1998 approval of Olympia's modified Conditional Use Permit.
At their February 9, 1999 meeting, the Planning Commission directed staff to meet with
Messrs. Thanopoulos, the owners of the "Rocks Club", regarding five major concerns
expressed by both Staff and the Planning Commission.
Item # 17
