McKeever Incorpo <br />in the Amount of $34,856 for Civil Engineering Services Associated <br />the Proposed Center Street Extension <br />DATE: December 22,1999 <br />BACKGROUND: <br />On October 19, 1999, the City Council authorized the Development Plan between the <br />City of Colton and G.W. Singletary for Infrastructure Improvements pertaining to the <br />Proposed Extension of Center Street located in the South 44 Annexation Area. The <br />northern half of Center Street will be improved by the City of Colton and the southern half <br />will be improved by the City of Riverside as the center of the street marks the <br />jurisdictional boundary. <br />The development plan proposed and presented to the City Council at that time included <br />many infrastructure improvements to the South 44 Annexation Area in addition to the <br />Center Street Project, including a new well, new water lines, a new lift station, new sewer <br />lines, a new force main, and engineering services related to the utilities and the street <br />project. The improvements contemplated in the overall project extend well beyond Center <br />Street and include infrastructure improvements in the South La Cadena Avenue, Key <br />Street and South Riverside Avenue areas. <br />DISCUSSION/ANALYSIS: <br />The October 19, 1999 staff report indicated the cost for improvements on the northern <br />half of Center Street were approximately $60,000 with the engineeringservices portion of <br />the project estimated to be approximately $25,000. Upon receiving a proposal from W.J. <br />McKeever Incorporated ("McKeever") the cost for engineering services for the Center <br />Street portion of the project will be $34,856. <br />McKeever has performed preliminary survey work and parcel work along Center Street <br />representing private landowners in the area. Some of the work performed in the area can <br />be applied towards the Center Street project hence reducing the amount of work <br />necessary and thus the cost of the work to the City of Colton. Because of that, it proves <br />beneficial in this case to waive the typical formal bidding procedure. <br />ENVIRONMENTAL IMPACT: <br />None. <br />Item #11 <br />
