CROWE, CHIEF OF POLICE <br />SUBJECT: RECRUIT AND APPOINT FOR THE POSITION OF <br />PART-TIME ANIMAL CONTROL OFFICER <br />DATE: JANUARY 3. 2000 <br />BACKGROUND: In 1995, one full time Animal Control Officer was laid off as a result of the fiscal <br />recovery program. Animal control services, including dead animal and stray pickups, were reduced to <br />four days per week. In 1998, with funding through the National Pollutant Discharge Elimination <br />System (NPDES) and Host City fees, a part-time animal control officer position was created to <br />increase animal control coverage to seven days a week. There is currently one part-time vacancy. <br />DISCUSSION/ANALYSIS: In the absence of an Animal Control Officer, a sworn officer must <br />handle animal calls, oftentimes in the Animal Control truck; thus the sworn officer is not available for <br />police response on emergency calls. <br />ENVIRONMENTAL IMPACT: None <br />FINANCIAL IMPACT: Funding available for this position is in the fiscal year 1999/2000 budget as <br />follows: ccount #722-6070-6074-1040, part-time salary. <br />'y �rD. , <br />Patrick G. Cro e, Chief of Police <br />MISSION CRITICAL: This position is required to maintain the staffing levels of the Animal Control <br />Unit of the police department. <br />EXPECTED FILL DATE: As soon as recruitment is completed. <br />CUSTOMER SERVICE IMPACT: This position is required to adequately provide, seven days a <br />week, animal control services. <br />RECOMMENDATION: Staff recommends approval of the recruitment and ratification of the <br />employee appointment to the part-time position of Animal Control Officer as recommended by the <br />Police Chief. <br />Attachment: Job description. <br />Prepared by: R.
