KIVLEY, ASSISTANMGTRACT <br />C,ZTY N)14N ER / ACTING WATER & <br />WASTEWATER DIRECTOR <br />SUBJECT: AWARD A DESIGN ENGINEETO H PER & ASSOCIATES IN AN <br />AMOUNT NOT TO EXCEED $64,110.50 <br />DATE: February 4, 2002 <br />Krieger & Stewart, Inc., the consulting engineers for the City's 1996 Water Master Plan Update <br />(Plan) recommended that the La Loma and Domecq Reservoirs be rehabilitated. The State <br />Department of Health Services concurred with all of the recommendations for the existing <br />Water System's additions and corrections as outlined in the Plan. <br />The rehabilitation work necessary to bring Domecq and La Loma Reservoirs into full compliance <br />with the current State Department of Health Services regulations, as well as, seismic and safety <br />regulations, require the services of a water engineer who specializes in this area. The water <br />engineer will re -inspect the reservoirs for deficiencies, estimate cost of rehabilitation, prepare <br />bid specifications and provide construction inspection during rehabilitation. <br />The following 17 firms were invited to submit proposals: <br />AEI-CASC Engineering <br />Brockmeier Consulting Engineers <br />Harris & Associates <br />Kennedy -Jenks Consultants <br />Petra Geotechnical, Inc. <br />Wheeler & Gray, Inc <br />Associated Engineering <br />Civil Tec Engineering, Inc <br />Hushman Associates, Inc <br />Krieger & Stewart Consult <br />Psomas <br />Boyle Engineering Corp <br />David Evans & Associates <br />Harper & Associates <br />Montgomery -Watson Consult <br />RBF Associates <br />Out of 17 consulting engineering firms invited to submit proposals, only Krieger & Stewart, Inc., <br />and Harper & Associates chose to participate in the process. An interview panel comprised of <br />the City Engineer and Water staff interviewed both engineering firms. The panel used the <br />following criteria to evaluate the proposals. <br />1. Quality of the Proposal <br />2. Quality of the Presentation <br />3. Personnel on the Consulting Team Experience <br />4. Knowledge of the Projects <br />S. Completion of Projects on Time <br />Based on those interviews, staff recommends the selection of Harper & Associates for this <br />project. <br />
