La Cadena Drive <br />Colton, CA 92324 <br />C/O Daryl Parrish, City Manager <br />Dear Mr. Parrish: <br />Item #21 <br />RECEIVED <br />JAN 0 9 2002 <br />CITY OF COLTON <br />CITY MANAGER <br />My wife and I moved our 1988 Fleetwood manufactured home from Camp Pendleton, CA to <br />Cadena Creek Mobile Home Park in Colton where we have lived with our two daughters since <br />October, 1992 . March, 2001 marked the conception of a residential construction project <br />involving our manufactured home. Beginning at the Community Development office I asked many <br />questions including, "What are the fees to transport a manufactured home through the city, then <br />place it on a permanent foundation on private property, and perform the necessary improvements <br />to that property required by city ordinance? And, how much will all the fees cost?" I explained <br />that it was very important to obtain accurate information, so that I could develop a project budget <br />to secure a loan. I was furnished with a packet entitled; <br />"City of Colton <br />Community Development <br />Department <br />Development Fees <br />Updated: December, 1994" <br />I was also told that School Fees for my project would be $2.05 / sq.ft.or $2952.00. Two months <br />later I was informed by the school district that School Fees are actually $3.80 / sq.ft or $5472.00., <br />a difference of $2520.00 to my deficit. The school district also informed me that they had sent a <br />letter to the Building Department in September, 2000 informing them of the increase in School <br />Fees. <br />The fees pertaining to my project that were included in this package were planning fees, building <br />permit fees, plumbing permit fees, and electrical permit fees. I paid the planning fee for design <br />review for Manufactured / Mobil Home Review, submitted my documentation and had my project <br />approved by the Design Review Board in September, 2001. At that time all the details of my <br />project were made known to all involved parties. <br />Fee information that was not provided until I received a City of Colton -Buck Slip on <br />November 26, 2001 includes Civic Center Facilities Fee, Fire Facilities Fee, Library Facilities Fee, <br />Parks Fee, Police Facilities Fee, Traffic Impact Fee, and Street Trees Fee.
