CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF DECEMBER 2, 2003 <br />TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL <br />FROM: David R. Zamora, Community Development Director <br />Item #5 <br />SUBJECT: Submittal of Community Development Block Grant (CDBG) Projects <br />to the County of San Bernardino for Eligibility and Qualification <br />Review for Funding from Fiscal Year 2004-2005 <br />DATE: November 19, 2003 <br />BACKGROUND: <br />The San Bernardino County Department of Economic and Community Development (ECD) is now <br />accepting Project Proposal Applications for funding consideration from the Community <br />Development Block Grant (CDBG) Program for Fiscal Year 2004-2005. Completed applications <br />must be submitted to ECD no later than December 11, 2003. <br />ANALYSIS/DISCUSSION: <br />Each Year, the City of Colton cooperates with the County ECD Department to apply and receive <br />federal CDBG funds. As part of the process, cooperating cities are required to submit proposed <br />projects to the County for eligibility and qualification review. A list of the proposed projects that will <br />be sent to the County is attached. Upon completion of the County's review, all eligible proposals <br />will be returned to the City for final funding prioritization by the City Council at one of their <br />meetings in February, 2004. <br />Consistent with prior years, the Community Development Department sponsored community <br />meetings on November 3 and November 10, to encourage participation by very low and low <br />income persons and to receive input on housing and community development needs. <br />ALTERNATIVES: <br />The County ECD Department has indicated that project proposal applications must be submitted <br />by no later than December 11, 2003, in order to meet their schedule for the 2004-2005 CDBG <br />application process. Submittal of projects at a later date will delay the receipt of federal funds to <br />implement proposed projects. <br />FINANCIAL IMPACT: <br />The CDBG Program is operated on a reimbursement basis. The City will be required to expend <br />funds up front, however, the City will be reimbursed 100% for all eligible project costs. Staff was <br />informed by ECD that the City's CDBG allocation will be close to the current year amount, which is <br />$556,000. <br />ENVIRONMENTAL IMPACT: <br />All CDBG funded projects are required to comply with the federal National Environmental <br />Protection Act (NEPA) and the California Environmental Quality Act (CEQA) to determine <br />environmental impacts prior to implementation. <br />
